Finland refused to pay for gas in rubles

Finland will not pay for Russian gas in rubles in accordance with the decision of the European Commission, which considered such a measure a violation of contracts, said Finnish Minister for European Affairs and Corporate Governance Titti Tuppurainen, Helsingin Sanomat reports.

“We have made a decision in the government committee on economic policy that Finland will not agree to payments in rubles. The decision was already made in early April,” Tuppurainen said.

The Minister expressed confidence that Moscow intends to divide European countries and establish control over them. “This can be regarded as blackmail by Russia and part of [its] geopolitical ambitions,” she added. According to Tuppurainen, the decision of the Finnish government has already been handed over to the Gasum energy company, which owns a contract for the supply of gas from Russia.

“Companies are responsible for their own operational business decisions. Responsibility cannot be transferred to anyone else,” Tuppurainen stressed, noting that gas companies should independently study contracts for compliance with the refusal to pay for rubles.

The minister added that Finland is striving to abandon gas imports from Russia as soon as possible. “The goal is to get rid of all payments to Russia so that we don’t use them to finance Putin’s military fund. It would be undesirable to find ourselves in a situation where we have to pay for a breach of contract,” Tuppurainen summed up.

The transfer of all payments for gas supplies to rubles was announced by Russian President Vladimir Putin at the end of March, he instructed to apply this measure to “unfriendly countries”. This list includes Finland, all other EU countries, the USA, Japan, Micronesia, San Marino and others. Putin justified his decision by the desire to “abandon the use of all compromised currencies in such calculations”, which he believes should be achieved “in the very near future”. The scheme has been in effect since April 1.

European countries and companies are divided in their assessments of Moscow’s decision. The European Commission has repeatedly said that following the requirements for payment in rubles will be a violation of the sanctions imposed against Russia. “Companies with such contracts should not agree with the requirements of Russia. This was a violation of sanctions, which means that there is a high risk for companies,” said the head of the EC Ursula von der Leyen at the end of April.

Disagreement with Russia’s demand was announced in Paris, Berlin, London and other capitals, including Warsaw and Sofia. Gazprom announced the suspension of supplies to Poland and Bulgaria due to non-payment in rubles.

A journalist and a player «What? Where? When?”Rovshan Askerov told RBC that in his post, because of which the Investigative Committee opened a criminal case against him, there was no slander or rehabilitation of Nazism.

“In all my words (meaning a Facebook post (owned by Meta, which is recognized as extremist in Russia and banned). —RBC) there is no slander, no deliberate lies. At least in Wikipedia, everything is checked, and there are no lies, slander, and even more so the rehabilitation of Nazism. They have a sick fantasy,” Askerov said.

According to the journalist, he is not in Russia, «and for a long time », and is not going to return.

Earlier, on April 27, the Investigative Committee announced that it had initiated a case against Askerov on the rehabilitation of Nazism (Part 4 of Article 354.1 of the Criminal Code; it could face a fine of up to 5 million rubles. or imprisonment for up to five years). According to investigators, Askerov published on his Facebook page no later than April 6 (the social network belongs to the Meta company recognized as a terrorist and banned in Russia) “deliberately false information insulting and discrediting the memory of the Soviet commander Marshal Georgy Zhukov.

The State Historical Museum (GIM) asked the UK to check one of the posts on the Internet. It reported that a certain user called Zhukov “a murderer in uniform” and “a looter”, and the museum itself “pseudo-historical”. As noted in the ANTHEM, such a statement cannot be ignored, since it “discredits and questions the very meaning of the existence of a Historical museum designed to preserve and popularize Russian history, to prevent attempts to deliberately distort it.”

In the Belgorod, Bryansk, Kursk regions bordering Ukraine, in two border districts of the Voronezh Region, in the north of the Crimea and in several districts of the Krasnodar Territory, a yellow level of terrorist danger has been introduced since April 11.

The special regime involves the intensive work of all law enforcement agencies, and residents of the regions are advised to avoid mass crowds, always take an identity card with them and be vigilant. Initially, the regime was introduced until April 25. The authorities of the Krasnodar Territory then decided not to extend the level of danger in the Shcherbinovsky and Yeisk districts. In the other five regions, the regime was extended until the end of the May holidays.

There are three levels of terrorist danger in total: blue (elevated), yellow (high) and red (critical). Yellow is entered if there is confirmed information about the real possibility of a terrorist attack, it follows from the classification of the National Anti-Terrorist Committee.

Putin promised a lightning response in case of a threat to Russia

Vladimir Putin

Moscow’s response will be lightning fast if someone wants to interfere in the events in Ukraine and will create unacceptable threats of a strategic nature for Russia, President Vladimir Putin said at a meeting with the Council of Legislators.

«We have all the tools for this— such as no one can boast of now. And we will not brag, we will use them if necessary. All our decisions on this matter have been made,” he said.

Video

Russia has been conducting a special military operation in Ukraine since February 24. Three days after it began, Putin ordered Russia’s deterrent forces, which also include strategic nuclear forces, to be brought into a special containment regime. On February 28, Defense Minister Sergei Shoigu reported that the order had been executed and the duty forces of the Strategic Missile Forces, the Northern and Pacific Fleets, and Long-range Aviation had begun combat duty with a reinforced composition.

In addition, on April 20, Russia announced the first successful test launch of an intercontinental missile “Sarmat”. Putin, who watched the tests via video link, noted that there are no analogues of this complex in the world and will not be for a long time. “This truly unique weapon will strengthen the combat potential of our armed forces, reliably ensure Russia’s security from external threats and make those who, in the heat of frenzied, aggressive rhetoric, are trying to threaten our country think,” the president said.

He said that Russia would “respond with lightning speed” to possible threats after the statements of the British authorities. Thus, British Deputy Defense Minister James Hippy noted that London considers it permissible to strike at “legitimate military targets” on the territory of Russia with the help of Western weapons to disrupt the supply of the Russian army. After the statement of the British Minister, the Ministry of Defense warned that the Russian military “are in round-the-clock readiness to strike back with high-precision long-range weapons at the decision-making centers in Kiev”.

Putin explained the special operation by anticipating the conflict

Thanks to the special operation, it was possible to prevent a large-scale conflict that could unfold on the territory of Russia according to other people’s scenarios, President Vladimir Putin said at a meeting with the Council of Legislators. The broadcast was conducted on the YouTube channel of the Federation Council.

“We need to be clearly aware that our soldiers and officers have prevented the real danger that is already hanging over our Homeland. With their courage, determination, and heroism, they forestalled a large-scale conflict that unfolded on our territory, but according to other people’s scenarios,” the president said.

Video

According to him, “the forces that have historically pursued and are pursuing a course to contain Russia” do not need such an “independent, large, huge country, even according to their ideas.” “They believe that she is a danger to them simply by the fact of her existence. Although this is far from the case, they themselves pose a danger to the whole world,” Putin said.

The Russian military special operation in Ukraine has been going on for more than two months, since February 24. Putin called its goals “denazification” and “demilitarization” of the country, as well as the protection of the civilian population of Donbass from “genocide”.

After the entry of Russian troops, Ukraine declared martial law and severed diplomatic relations with Moscow.

The Turkish Defense Ministry allowed a meeting between Putin and Zelensky “in the coming days”

Turzia has repeatedly advocated a meeting between Putin and Zelensky and offered to organize it. The Kremlin does not rule out a meeting, but it calls the prepared agreement between Moscow and Kiev a condition. Negotiations on this matter are progressing slowly

The Turkish Defense Ministry has allowed a meeting between Putin and Zelensky in the coming days

Vladimir Zelensky

The meeting of the Presidents of Russia and Ukraine, Vladimir Putin and Vladimir Zelensky, may take place in the coming days, Turkish Defense Minister Hulusi Akar said. His words are quoted by the website of the Turkish department.

“We hope that, despite some difficulties, in the coming days, perhaps, with the proposals of our president, the two leaders will be able to come together,” the minister said.

According to Akar, Turkey continues to contribute to the resolution of the conflict in Ukraine, including making mediation efforts so that the humanitarian situation does not worsen and a ceasefire is reached as soon as possible.

The Kremlin has repeatedly stated that negotiations between Putin and Zelensky are possible, but it is necessary to prepare a specific written document for them.

The peace agreement is being discussed at the level of the delegations of Russia and Ukraine, however, according to the Russian side, the process is moving “slowly, slowly”. Putin, during a meeting with UN Secretary General Antonio Guterres, confirmed that negotiations are continuing, they are taking place in an online format.

As Putin recalled, Ukraine has moved away from its proposals put forward in Istanbul on March 29, in which Kiev was ready to “put out of brackets the issues of security guarantees” of Crimea, Sevastopol and the republics of Donbass.

“They simply refused to do this and in their draft agreement on this subject, submitted to us, they simply indicated in two articles that these issues should be resolved at a meeting of heads of state. It is clear to us that these issues, if we take them to the level of heads of state without first resolving them, at least within the framework of the draft agreement, it is clear to us that they will never be resolved and will not be,” the president explained.

On April 22, the head of the Russian delegation, Vladimir Medinsky, said that he had several lengthy conversations with the head of the delegation of Kiev, David Arahamia. Then Foreign Minister Sergei Lavrov said that negotiations with Ukraine had stalled, and the proposal transmitted by Russia a week before remained unanswered. He also believes that the representatives of Kiev “do not need negotiations” and “they have resigned themselves to their fate”.

Zelensky has repeatedly spoken in recent weeks about the termination of Russia’s negotiations under certain circumstances. Among them, he called the destruction of the Ukrainian military in Mariupol or the holding of referendums in the Ukrainian regions occupied by Russia. Zelensky also considers the negotiations of the delegations ineffective and insists on a meeting with Putin.

The Kremlin called Kiev’s statement about Transnistria provocative

PEskov: Ukraine’s statement about its readiness to “take” Transnistria is provocative. Earlier, an adviser to the office of the President of Ukraine said that the Ukrainian Armed Forces would be able to “take” Transnistria if a corresponding request was received from Moldova. Peskov called this statement “quite provocative”

The Kremlin called Kiev's statement about Transnistria provocative

The Kremlin considers the statement of the Ukrainian authorities about the possible seizure of Transnistria quite provocative. This was stated by the press secretary of the Russian president Dmitry Peskov, RIA Novosti reports.

So, when asked how the Kremlin regards the words of the adviser to the head of the office of the President of Ukraine, Alexei Arestovich, that the Armed Forces of Ukraine can take control of Transnistria, Peskov replied: “Quite provocative. That’s all I can say.”

Earlier in the day, Arestovich said that Ukraine is ready to take control of Transnistria if a corresponding request is received from Moldova. “Moldova should turn to Ukraine and Romania for help because of the aggravation in Transnistria. If Moldova turns to Ukraine, then we can take control of Transnistria. The APU has enough forces for this,” he said.

Armed attacks on civilian and military infrastructure have been taking place in Transnistria for several days. In particular, on April 25, a grenade launcher fired at the building of the Ministry of State Security in Tiraspol. The next day, two explosions occurred in the village of Mayak, near the radio center, and the antennas that were relaying the Russian radio were disabled.

After that, the Government of Pridnestrovie declared a red level of terrorist threat in the republic. At the same time, Moldovan President Maia Sandu held a meeting of the republic’s Security Council, following which she reported that there is tension in Pridnestrovie between different forces within the republic that want to destabilize the situation.

Earlier on April 27, the Ministry of Internal Affairs of Pridnestrovie reported shooting at the village of Kolbasna, where one of the largest ammunition depots in Europe is located, from the territory of Ukraine. In addition, at night, several drones were seen in the sky over the village, launched, according to the Ministry of Internal Affairs, also from the territory of Ukraine.

Transnistria borders Ukraine, where a special Russian military operation is taking place. Russian peacekeeping forces have been stationed in the unrecognized republic since the end of the active phase of the Transnistrian conflict, which began during the collapse of the Soviet Union.

The Pridnestrovian Moldavian Republic (PMR) declared secession from Moldova in 1990, until 1992 there were hostilities, which ended with the signing of an agreement “On the principles of the settlement of the armed conflict in the Pridnestrovian region of the Republic of Moldova”.

Sergey Kiriyenko became the curator of interaction with the LPR and the DPR in the Kremlin

Sergey Kiriyenko

Change of curator

The first deputy head of the presidential administration, Sergei Kiriyenko, who is responsible for the work of the internal political bloc, became the curator of relations with the LPR and the DPR instead of Dmitry Kozak. Five sources close to the Kremlin told RBC about this. Now, the Department for Internal Policy (OIA) is responsible for working with the LPR and the DPR, not the Department for cross-border cooperation subordinated to Kozak, but the Department for Internal Policy (OIA), all five sources told RBC.

The scope of work of the Department of Internal Affairs, among other things, includes interaction with Russian regions, all of them have their own curators. Currently, a new department is being created in the Department of Internal Affairs, which will be responsible for interaction with the LPR and the DPR, said one of the sources of RBC. According to another source, the department has been formed and those responsible for working with the republics have been appointed.

One of the interlocutors of RBC says that the change of the curator indicates at least a special order of interaction with the republics and the creation of a single internal political space, as a maximum – the consideration of the scenario of the possible entry of the republics into Russia. Another interlocutor explains that the alignment on curatorship has changed, since Kozak was responsible for the negotiations on the implementation of the Minsk agreements, “which ended with what is known.”

Last week it became known that Kiriyenko visited Donetsk, where he met with the heads of the DPR and LPR. The first to report this was the Telegram channel WarGonzo, which is led by military journalist Semyon Pegov. According to the channel, Kiriyenko visited Donbass accompanied by the head of the Department of Internal Affairs Andrei Yarin and employees of the Kremlin’s internal political bloc.

The trip of Kremlin officials to Donbass was “presentation, familiarization”, three interlocutors of RBC tell.It was necessary to personally get acquainted with those people with whom the internal political bloc will have to work in the future, one of them explained.

The topic of the possible annexation of the LPR and DPR to Russia was first raised at a meeting of the Security Council on February 21, although Vladimir Putin suggested discussing the possibility of recognizing the independence of the territories. The head of the SVR, Sergei Naryshkin, said in his speech: “I support the proposal for the Donetsk and Lugansk republics to join Russia.” “We are not talking about it, we are not discussing it, we are talking about recognizing their independence or not,” the president corrected him. “I support the proposal to recognize independence,” Naryshkin clarified.

On the same day, the head of state announced that he had made a decision to recognize the independence of the LPR and the DPR, and the next day, on February 22, the State Duma and the Federation Council ratified treaties on friendship, cooperation and mutual assistance with the republics. Later, Putin said that Russia recognized the independence of the LPR and the DPR within the borders of the Luhansk and Donetsk regions, since their Constitution prescribesthe borders within the Donetsk and Luhansk regions at the time when they were part of Ukraine. “We expect, and I emphasize this, that all contentious issues will be resolved during negotiations between the current Kiev authorities and the leadership of these republics,” the president added.

A day later, early in the morning of February 24, Putin announced the start of a special military operation in Ukraine.

On March 27, the head of the LPR Leonid Pasechnik announced the possibility of holding a referendum on the republic’s accession to Russia, but a few hours later clarified that the LPR authorities are now busy with the liberation of territories, and holding a referendum is possible only after that.

On March 29, the possibility of joining Russia was already announced by the head of the DPR Denis Pushilin. According to him, the republic will also consider the relevant issue after the liberation of its entire territory.

Canada has developed a bill on the sale of assets under sanctions

According to the bill, the Canadian authorities will be able to confiscate and sell mansions, apartments, yachts, planes and even accounts of sanctioned individuals and organizations

Canada has developed a bill on the sale of assets under sanctions

Melanie Joly

The Government of Canada intends to amend the legislation in order to be able to sell the confiscated assets of sanctioned persons, the local edition of the National Post reports.

“We are looking for opportunities not only to freeze, but also to confiscate the assets of authorized individuals and legal entities to allow us to pay compensation to victims with the proceeds,” Canadian Foreign Minister Melanie Joly said.

The Minister also noted that if the law is adopted, Canada will become the first country in the G7 to take such a step in expanding the sanctions regime.

According to the National Post, a wide range of assets will fall under the new law: in addition to movable and immovable property, these can be bank accounts and cryptocurrency wallets. The decision on the confiscation and sale of assets will have to be approved by the Supreme Court of Canada, which will determine whether the property is actually owned, held or controlled “directly or indirectly” by a person, organization or State under sanctions.

The bill has already been proposed for consideration by the House of Commons of the lower house of the Parliament of Canada. The existing laws of the country allow freezing assets and prohibiting transactions with the accounts of sanctioned individuals and companies.

Since the end of February, Canada has imposed several packages of sanctions against Russia. They touched upon representatives of the Russian authorities: members of the Security Council of Russia, ministers and senators; domestic banks, including Sberbank, VTB, Gazprombank, Alfa-Bank, etc.; companies Gazprom, Russian Railways, Gazpromneft, Transneft;, ALROSA, etc.; businessmen, including Boris Rotenberg, Evgeny Prigozhin, Roman Abramovich, Alisher Usmanov, Vladimir Potanin, etc.

Ottawa also canceled all export permits for Russian companies, imposed restrictions against the Ministry of Finance, the National Welfare Fund and the Central Bank of Russia, with which, in particular, it banned its banks from conducting operations. In addition, the Canadian authorities have imposed a ban on the import of petroleum products from Russia.

Prime Minister Justin Trudeau noted that Canada will maintain economic sanctions against Russia until it “recognizes and agrees that it made a huge mistake and does not withdraw its soldiers from Ukrainian territory.”

The speaker of the Russian State Duma, Vyacheslav Volodin, pointed out that sanctions against Moscow are “illegal” and Western countries “will have to compensate” for the damage they have caused to the Russian economy. Kremlin spokesman Dmitry Peskov compared the seizure of the assets of businessmen from Russia with a robbery in the Wild West.
