President of Ukraine Volodymyr Zelensky signed a decree appointing a delegation to negotiate with the Russian side and discuss a draft agreement on security guarantees for the country. Thus, he officially fixed the composition of participants in the negotiations on the part of Ukraine.

The delegation includes ten people: the head of the “Sluganaroda” faction and the head of the delegation, David Arakhamia, People’s deputies Andrei Kostin, Dmitry Lubinets, Rustem Umerov, Justice Minister Denis Malyuska, adviser to the head of the Office of the President of Ukraine Mikhail Podolyak, Defense Minister Alexei Reznikov, Deputy Foreign Minister Nikolai Tochitsky, lawyer and expert of the delegation Alexander Malinovsky, Ambassador Extraordinary and Plenipotentiary of Ukraine Alexander Chaly.

For the most part, the composition fixed in the decree coincides with the composition of the delegation announced by Kiev on February 28, the day of the start of negotiations with the Russian side. Then six members of the delegation were announced, now Lubinets and Malyuska have been added to them. Malinovsky and Roan.

Initially, the negotiations were held in person in Belarus, but then the parties switched to remote operation. Personal meetings resumed in Istanbul on March 29, when negotiations were held at the Dolmabahce Palace. At them, Deputy Defense Minister Alexander Fomin, who is part of the Russian delegation, said that the discussion had “turned into a practical plane,” and also that Kiev had handed over its proposals for the treaty to Moscow.

In particular, they spoke about Ukraine’s readiness to fix its neutral status, not to join military blocs, not to deploy foreign military bases on its territory and not to conduct exercises without the consent of the guarantor countries, including Russia.

In exchange, Kiev demanded security guarantees for Ukraine, as well as legally enshrined non-interference of Russia in the process of Ukraine’s accession to the EU.

Russian Foreign Minister Sergei Lavrov reported that during the talks in Istanbul, the Ukrainian delegation demonstrated the appearance of realism in its position. In particular, he said, this was manifested in the issues of ensuring the security of the country, securing its neutral status, as well as in the position regarding the status of the Crimea, the DPR and the LPR.
