Elena Chernyakova worked as the head of the Federal Migration Service for two years, now she will be replaced by the former vice-governor of the Yaroslavl region Ilya Balanin, sources told RBC

Ilya Balanin will replace Elena Chernyakova as head of the Federal Compulsory Medical Insurance Fund (FOMS), a source familiar with the personnel reshuffle plans told RBC, and an interlocutor in one of the relevant departments confirmed.
Chernyakova, after leaving the Federal Migration Service, will become deputy head of Rosstat, the interlocutors of RBC say.
Ilya Balanin has been Deputy Chairman of the Government of the Yaroslavl Region and Director of the Finance Department since 2016. In September 2019, he moved to the position of head of the Governor’s administration, also served as deputy Governor.
Balanin left the regional administration in early February, moving to the position of deputy head of Rossotrudnichestvo.
Chernyakova became the head of the FOMS in March 2020, before her, Natalia Stadchenko held the position for eight years. Prior to her appointment, Chernyakova was the Director of the Department of Information Technologies in the field of state and municipal finance management and information support of the budget process of the Ministry of Finance.
According to the operational reports on the implementation of the budgets of the FOMS for 2021, which were published in February by the Accounts Chamber, the fund’s revenues amounted to 2.63 trillion rubles. Of these, 1.5 trillion rubles fell on insurance premiums of the working population and 783.3 billion rubles.— not working.

The expenses of the FOMS for the same period amounted to 2.57 trillion rubles, of which 2.28 trillion rubles fell on the subvention of the budgets of territorial FOMS.
