A new technological revolution in the next decade will lead to a global country regrouping, no later than the end of the 2020s a group of leaders will be formed who will go into isolation and form a new world elite of the XXI and probably XXII centuries, Anatoly Chubais, the special representative of the President of Russia for relations with international organizations, warned in a letter with a proposal to convene a confidential seminar to discuss this problem. According to Chubais, the Russian economy can expect a “unique” blow in connection with the new technological revolution in the world, but it also opens up new opportunities for the country.

“Due to the unique role of the fuel and energy complex in the Russian economy, its natural and technological potential and geographical location, the blow that will be dealt by this revolution to the Russian economy and the opportunities that open up to it at the same time will also be unique (in the country sense),” the letter says.

Chubais believes that the world economy has entered a period of technological revolution, ” comparable only to the processes of the late XVIII-early XIX centuries.” “I don’t mean the Fourth Industrial Revolution, which is very popular,from my point of view, but the one called the global energy transition,” wrote Chubais.

In his opinion, the new industrial revolution is not much different from the predecessor of the industrial revolution of the XVIII-XIX centuries. There are no differences in the scale of coverage of the world economy, nor the degree of radicality. But it differs « in speed & mdash;it will only take about 30 & ndash;50 years», wrote Chubais.

According to RBC sources, in June, Prime Minister Mikhail Mishustin decided to create working groups “on adapting the Russian economy to the global energy transition” to reduce demand for traditional fuel against the background of the development of alternative energy.

The curator of the groups will be First Deputy Prime Minister Andrey Belousov. This decision was made against the background of China’s plans to combat climate change and radical EU initiatives to protect its market from “dirty” goods. “The task is to determine the risks and opportunities of global energy transition for the Russian economy, evaluate scenarios for all forks and work out the optimal one. It is important to ensure the collection of reliable data, coordination of departments, organizations and experts, ” a source close to the government described the work.

The interlocutors of RBC also said that over the past month, the government held a series of closed-door discussions about Russia’s preparation for the ongoing restructuring of the global economy in the direction of low-carbon development. The preliminary composition of the “climate” working groups was formed in the summer, and the deputy prime ministers held closed meetings at which they discussed the preliminary results of the analysis of risks and opportunities for Russia.
