Russian President Vladimir Putin has instructed prosecutors and investigative bodies to prepare an evidence base on the crimes of “nationalists” in Ukraine for the courts, including at the international level. He announced this at a meeting of the Board of the Prosecutor General’s Office, broadcast by the TV channel “Russia 24”.

“I ask the Investigative Committee of Russia, all investigative bodies to record such crimes in detail, identify their organizers and perpetrators, initiate and bring criminal cases to their logical conclusion, to court,” Putin said.

He noted that such evidence base should be accumulated for all crimes of “neo-Nazis and their accomplices, starting with the coup d’etat in Kiev in 2014.”

On March 1, the International Criminal Court (ICC) in The Hague also announced its intention to investigate war crimes in Ukraine. The Chief Prosecutor of the ICC, Karim Khan, said that he had studied the available data and “was convinced that there were weighty grounds for launching an investigation.” He stated that there is information about war crimes and crimes against humanity in Ukraine since the end of 2013. Khan is also going to investigate new alleged crimes falling under the jurisdiction of the court, “committed by any party to the conflict on the territory of Ukraine.”

On March 25, the head of the Russian Investigative Committee, Alexander Bastrykin, announced the initiation of more than 500 criminal cases on the events in Ukraine and in the Donbass over the past eight years. Among the defendants (180 people in total) he named some Ukrainian politicians, military, members of nationalist organizations.

Prior to that, Alexander Bastrykin supported the idea of the leadership of the LNR on the tribunal for the “war crimes of the Ukrainian regime”. The Commissioner for Human Rights in the Republic, Victoria Serdyukova, said that the authorities had been collecting evidence of such crimes for eight years.

Putin announced the prevention of the murder of a famous TV journalist

Russian President Vladimir Putin announced the suppression of the activities of a terrorist group that planned the murder of a well-known Russian TV journalist. The head of state stated this at an expanded meeting of the Board of the Prosecutor General’s Office.

“This morning, the Federal Security Service authorities stopped the activities of a terrorist group that planned to attack and kill one of the famous Russian TV journalists,” Putin said.

After his statement, the Federal Security Service reported that the murder of journalist Vladimir Solovyov was planned. A group of neo-Nazis intended to do this on the instructions of the Security Service of Ukraine, the FSB DSP said in a statement.

According to Putin, curators from Western services are known in Moscow by name, first of all, of course, from the US CIA, who work with the security agencies of Ukraine. “Apparently, they give such advice. So much for the attitude to the rights of journalists, to the dissemination of information. This is the attitude towards human rights in general: they only care about their own rights, some based on their imperial ambitions, and some in the old-fashioned way based on their colonial past,” the head of state said.

“It won’t work in Russia,” he added.

Ukraine will not remove the clause on joining NATO from the Constitution

EIf Ukraine receives security guarantees from other states, it will use them, and what is “written in the Constitution regarding NATO are promising visions for the future,” said Parliament Speaker Ruslan Stefanchuk

Ukraine will not remove the clause on joining NATO from the Constitution

Verkhovna Rada of Ukraine

The Verkhovna Rada of Ukraine will not change the paragraphs in the Constitution about the country’s intention to join NATO, the speaker of the Parliament Ruslan Stefanchuk said in an interview with “Ukrainian Truth”.

According to the Chairman of the Rada, changing the Constitution “will never be an end in itself, it is a tool”. “Well, we made some changes, others. They are effective only when they have an effect. We can write anything in the Constitution 150 times, but if there is no effect from it, then these are declarative norms,” he noted (quoted by Ukrinform).

Stefanchuk said that the main priority for the authorities is the safety of every citizen of Ukraine, for this the country needs to get security guarantees. Kiev will use them, and what is written in the Constitution regarding NATO, regarding the EU, are our perspective visions for the future.

On March 19, Stefanchuk, amid negotiations between the Ukrainian and Russian delegations, admitted that the Basic Law could be amended in terms of Ukraine’s course in NATO. “Since the path to Euro-Atlantic integration is spelled out in the Constitution of Ukraine, we have a fairly high level of legitimization of this direction. Therefore, we will look at which way the negotiators will go, and then we will look for the model that either will not contradict the Constitution, or we will change the Constitution in this part,” he said (quoted by Interfax-Ukraine).

At the same time, the representative of the Ukrainian President in the Constitutional Court, MP from “Servants of the People” Fyodor Venislavsky stressed that as long as hostilities continue in the country and martial law is in effect, the course of joining NATO cannot be removed from the Basic Law. However, he admitted that the consolidation of a neutral status in the Constitution with “reinforced concrete legally verified security guarantees” could be discussed at the international level, RBC-Ukraine reported.

The Ukrainian authorities amended the Constitution of the country, defining accession to the EU and NATO as a strategic goal of the state, in February 2019. They oblige the government to implement a course to join both blocs, and assign the president the status of a guarantor of this course.

Ukraine’s accession to NATO has been discussed since 2008: at the Bucharest summit, the alliance countries stated that they welcome the Euro-Atlantic aspirations of Kiev and Tbilisi and that Ukraine and Georgia will soon become NATO members. So far, this has not happened, although the bloc has confirmed its readiness to accept these countries into its ranks in the summer of 2021 without specifying a time frame when this will happen.

On March 1, against the background of the start of the Russian military operation, Ukrainian President Vladimir Zelensky announced in an interview with Reuters that if the countries are not ready to accept Ukraine into the defense alliance, they must work out security guarantees. The head of the Ukrainian delegation at the negotiations with Russia, David Arakhamiya, in turn, noted that Kiev demands guarantees at the conclusion of a peace treaty by analogy with the fiftharticle of the NATO Charter (it refers to the fact that an attack on one of the members of the alliance is equivalent to an attack on the entire alliance as a whole).

Russia calls Ukraine’s refusal to join the North Atlantic Alliance one of the conditions for normalization of relations between the two countries.

Two Ukrainian drones shot down in Kursk region

In the village of Borovskoye, Kursk region, Russian air defense calculations shot down two Ukrainian drones, there were no casualties and no damage. This was announced by the governor of the region Roman Starovoit in his Telegram channel.

“Today at 4:15 a.m. in the village of Borovskoye, Rylsky district, Russian air defense calculations shot down two Ukrainian drones. There are no casualties, casualties and destruction. The situation is completely under control,” he wrote.

On April 10, Starovoit announced the introduction of the yellow, penultimate, terrorist danger level in the region from April 11. The reason he called “possible provocations by Ukrainian nationalists”.

Yellow danger levels have also been declared in the Bryansk, Belgorod and Voronezh regions.

Russia has been conducting a special military operation in Ukraine since February 24, its goal was called by President Vladimir Putin “demilitarization and denazification” of the neighboring state and protection of the population of the DPR and LPR from the “genocide of the Kiev regime”. The Ukrainian authorities have severed diplomatic relations with Russia, and martial law has been imposed in the country.

President of Ukraine Volodymyr Zelensky has repeatedly called on Western countries to transfer weapons to Ukraine. On April 22, the United States announced the delivery of Phoenix Ghost drones developed for Ukraine. Earlier, US President Joe Biden said that as part of military assistance totaling $1 billion, the States will supply Ukraine, including air defense systems and drones. NBC reported that we are talking about American Switchblade kamikaze drones. In addition, Ukraine is armed with Turkish Bayraktar drones and Soviet Tu-141.

Russia has repeatedly opposed “pumping Ukraine with weapons”. As noted in the Foreign Ministry, this indicates the disinterest of the United States and its allies in resolving the situation in the country.

The princes of Saudi Arabia are selling real estate and yachts abroad because of the financial difficulties they faced after Crown Prince Mohammed bin Salman Abdul-Aziz Al Saud restricted their use of part of their sources of income, writes The Wall Street Journal. According to the interlocutors of the newspaper, after the tightening of restrictions, the princes do not have enough money to maintain houses, pay taxes, pay subordinates, pay bills for parking planes and ships. In addition, members of the royal family are trying to get rid of the most expensive assets so as not to attract the attention of the Crown Prince.

Sources of the publication report that Prince Turki binNasser Al Saud is one of those who were detained at the Ritz-Carlton Hotel in Riyadh in 2017 during an anti-corruption investigation, in 2020 he sold his 60-meter yacht, and in 2021 his house in Los Angeles, worth $28.5 million (by the time of completion of the transaction printsumer).

Prince Bandar bin Sultan Alsaud sold $155 million worth of real estate in Britain in 2021, sources told the WSJ. Other heirs of the late Prince Sultan bin Abdulaziz Al Saud, after the pressure from the Crown Prince began in 2020, sold a castle in London worth $ 290 million. One of his sons, Khaled bin Sultan bin Abdulaziz Al Saud, sold a house in Paris, near the Eiffel Tower, for $87 million.

The total amount of assets sold exceeded $600 million. Some princes are also forced to mortgage their property to compensate for the lack of funds.

The Saudi government is aware of these transactions, writes the WSJ.

According to one of the interlocutors of the newspaper, the princes “do not work, they have a lot of subordinates, and they are afraid of the heir to the throne, Muhammadabin Salman. They want to have funds that would not be conspicuous, the source added. Another person familiar with the ongoing transactions noted that the princes are used to a very high standard of living and they need time to learn how to live in new conditions.

As the newspaper notes, the country’s authorities have recently introduced a number of new restrictions on members of the royal family. This year, the government plans to introduce a tax on domestic workers: only four will be allowed without paying tax, and for each subsequent prince will have to pay $2,500.

According to sources of The Wall Street Journal, the princes continue to earn by illegal means: appropriating the land property of the population, making loans in banks and not returning them. Kiev allowed the use of frozen assets of Russia

PPrime Minister of Ukraine Shmygal allowed the use of frozen Russian assets Kiev is negotiating with Western countries about the possibility of obtaining frozen assets of Russia to spend them on the restoration of Ukraine, said the country’s Prime Minister Denis Shmygal

The use of frozen assets of Russia was allowed in Kiev

Denis Shmygal

Ukraine is negotiating with the United States and other Western partners on the possible use of frozen Russian assets to rebuild the country, Ukrainian Prime Minister Denis Shmygal said in an interview with CBS. In a conversation with Shmigal, journalist Margaret Brennan said that there were proposals in the US Congress to send funds to Ukraine from frozen Russian accounts and asked if there were similar agreements between Washington and Kiev.

“We have these negotiations with the United States, with all our partners,” the Ukrainian Prime Minister replied.

He added that the Ukrainian authorities are currently counting losses and assessing the damage to the country’s economy as a whole. “All this should be paid for by Russia,” said Shmygal.

He said that Ukraine now needs from $4 billion to $5 billion a month, and Kiev is negotiating with the World Bank, the IMF and the G20. First of all, we are talking about humanitarian aid for displaced persons in Ukraine, the number of which is about 7 million people, the Ukrainian Prime minister said.

Earlier, Shmygal said that after the end of hostilities, $ 600 billion will be needed to restore Ukraine in the long term, UNIAN reported. Such a sum will be needed not only for the restoration of infrastructure, but also for the development of a new economy and the creation of “European institutions”.

At the end of February, a few days after the start of the special operation in Ukraine, the United States, Canada and the EU decided to block the assets and reserves of the Russian Central Bank. After that, Finance Minister Anton Siluanov stated that due to Western sanctions, Russia lost access to almost half of its reserves – $300 billion out of almost $640 billion.

According to him, Western countries are also trying to put pressure on China to restrict Russia’s access to reserves in yuan, but expressed hope that this will not happen.

The accounts and property of a number of large Russian businessmen also fell under Western sanctions. After that, yachts were detained in Europe and real estate related to them was frozen. Switzerland reported the blocking of assets for $8 billion, Italy for €900 million, France for €850 million, the Netherlands for€516 million

The press secretary of the President of Russia Dmitry Peskov called “banditry at the international level” the arrest of the property of Russian businessmen in the West because they were at a meeting with Russian leader Vladimir Putin. According to him, this is “the collapse of private property and private business”.

At the beginning of March, Kiev started talking about the desire to receive blocked Russian reserves. As Denis Kudin, Deputy head of the Ministry of Economy of the country, said, Ukraine is discussing with Western partners the mechanism of confiscation of $415 billion of reserves of the Central Bank of Russia. According to him, this amount could be used to restore the Ukrainian economy.

In April, Kiev appealed to the G7 countries with a request to provide assistance to Ukraine in the amount of $ 60 billion, said Oleg Ustenko, adviser to the Ukrainian leader on economic issues. Prior to that, Ukrainian President Volodymyr Zelensky stated that the country needs $7 billion a month to continue paying pensions and salaries.

Austria announced EU plans to abandon Russian gas by 2027

ButThe Syrian Energy Minister stressed that the European Union should get rid of dependence on gas imports from Russia, and listed what needs to be done for this

Austria announced EU plans to abandon Russian gas by 2027

The European Commission has decided to abandon Russian gas by 2027, Austrian Minister for Energy and Climate Leonore Gevessler said in an interview with OE24. She called this task “very ambitious”. According to the minister, all EU countries will have to stop importing gas from Russia, but it will be possible to achieve the goal only if they work together.

According to Gevessler, the European Union is 80% dependent on Russian gas. “We have to free ourselves from this [addiction], because addiction makes us vulnerable to blackmail and raises prices,” the minister said.

To achieve such a result, it is necessary to perform three steps, she noted. The first is to switch to alternative energy sources and reduce gas consumption, the second is to independently produce biogas and renewable hydrogen, the third is to establish supplies from other countries. To do this, Gevessler, in particular, plans to visit Qatar.

In March, the European Commission presented the first version of the REPowerEU plan, which provides for the abandonment of Russian gas by 2030. To do this, it is planned to diversify gas supplies by increasing the volume of LNG and pipeline gas imports from other countries, increasing the production and import of renewable hydrogen and biomethane, and reducing the use of fossil fuels.

According to the EU High Representative for Foreign Affairs and Security Policy Josep Borrel, the share of Russian gas in the European Union accounts for 40%. He expressed hope that the EU would not have to completely stop importing oil and gas from Russia in case of further escalation in Ukraine.

At the end of March, Russian President Vladimir Putin instructed to convert payments for gas with unfriendly countries into rubles. The European Commission believes that the new payment scheme contradicts the European sanctions regime. The only country that allowed the payment of Russian gas in rubles is Hungary.
