“We communicate with people there every day, hear what they say, see their moods. They have been ready for this for a long time,” he added, expressing confidence that the referendums will take place before the end of this year anyway.And the Russian world, now divided by formal borders, will regain its integrity.

RBC wrote on September 1, citing sources, that the Kremlin expects to hold voting in the republics of Donbass, Kherson, Zaporozhye and Kharkiv regions before the end of autumn.

“That is, the interval starting from the conditional September 11 (A single voting day in Russia.—RBC) as a starting point and ending approximately on November 4–7»,— one of the sources close to the presidential administration clarified.

During a special operation in Ukraine, the Russian military took control of the Kherson region and partially Zaporozhye and Kharkiv. Civil-military administrations (CAA) were established in these territories.

The head of the Zaporozhye CAA, Yevgeny Balitsky, said that the authorities wanted to hold a referendum on joining Russia on September 11, on a single voting day. The administration of the Kherson region advocated holding a vote on all territories under its control in one day.

At the end of July, the CAA of the Kharkiv region said that they were not yet ready to discuss a referendum on joining Russia, since only about 20% of the region’s territory was under Russian control at that time. Four interlocutors of RBC also said that the presidential administration considers it illogical to hold a referendum without having control over Kharkiv.

The leadership of the DPR and LPR has repeatedly talked about the intention to organize a vote on joining Russia. In February, Moscow recognized the republics within the borders of the Donetsk and Luhansk regions of Ukraine, but Russian troops have not yet reached the administrative borders of the Donetsk region.

According to an INSOMAR survey, 63% of citizens in the Kherson region are in favor of joining Russia, 71% in the Zaporozhye region. According to two sources of RBC, the mood in the Kherson and Zaporozhye regions is heterogeneous. The first deputy head of the presidential administration of Russia, Sergei Kiriyenko, stated at the end of August that 75% of people in the Kherson and Zaporozhye regions support joining Russia, and 92% in the DPR and LPR.
