The Government of Ukraine has allowed the country’s territorial defense forces to use artillery and missiles, and has also officially consolidated the authority to use any small arms and ammunition. The corresponding order was signed by the Ukrainian Prime Minister Denis Shmygal.
The amendments to the government decree on the activities of the territorial Defense Forces of December 29, 2021, published on April 5 by the Government of Ukraine, states that members of the theroborona detachments can use “small arms” firearms, pneumatic barrel weapons for shooting balls or other types of cartridges. Previously, the document provided for the use of hunting weapons.
The government also allowed them to use other types of weapons: artillery weapons, missile systems (complexes), guided (unguided) missiles and their components, complexes (installations) for their launch and components to them, weapons control (fire), remote missile control systems, equipment for transportation and maintenance of rockets, grenade launchers, flamethrowers, mines, grenades.
“This decree comes into force from the date of publication [April 5] and applies from February 24, 2022,” the order of Shmigal notes.
Thus, the authorities documented the practice of using various types of weapons by the defense forces that actually developed after the start of the Russian special operation in Ukraine.

The Territorial Defense Forces of Ukraine as a new branch of the armed forces were created under the law “On the Foundations of National Resistance”, which President Vladimir Zelensky submitted to the Verkhovna Rada on May 25, 2021. On July 16, the Rada adopted it, and Zelensky himself signed the law on July 29. The provisions of the law came into force on January 1, 2022.
According to the text of the document, the territorial defense forces are entrusted with the organization, preparation and execution of tasks to counter military threats and assist in protecting the population, territories, the environment and property from emergencies. A new branch of the armed forces is formed not only at the expense of professional military, but also at the expense of volunteer formations.
In January, Zelensky appointed General Yuri Galushkin, who commanded the Highly Mobile Airborne Troops of the Armed Forces of Ukraine, as commander of the defense forces.
On January 24, after a series of publications in the Western media about a possible “invasion” of Russia into Ukraine, the country’s Defense Minister Alexei Reznikov called on citizens to join the ranks of the defense ministry to help the army in case of danger.
On February 2, Ukrainian boxer Wladimir Klitschko applied to join the Kiev territorial defense brigade, his brother, the mayor of the Ukrainian capital Vitali Klitschko, announced this. The Kiev Defense Ministry detained in early March a deputy of the Verkhovna Rada from the opposition party “Opposition Platform” For Life” Nestor Shufrich for photographing the positions of the armed forces.
