The construction of a cable car from Blagoveshchensk to Chinese Heihe was postponed for a year due to EU sanctions. This was announced to RBC by the Governor of the Amur Region Vasily Orlov on the sidelines of the Eastern Economic Forum.

Journalists asked him about the impact on the region of the departure of foreign companies and sanctions. “To say that the sanctions did not affect us at all, was wrong,” the head of the region replied. He cited the example of the Blagoveshchensk cable car as a project that, due to sanctions, required reformatting or time adjustments.

Orlov explained that the project involved the use of French technology— the cable itself. Investors from the Russian and Chinese sides, who collectively invested 5 billion rubles, were already ready to install the cable car.

“The French do not supply it to us according to EU requirements, because cable cars are classified as luxury goods, and luxury goods fall under sanctions,” the Amur governor said.

However, according to him, this does not mean that the project will be stopped.

“Investors are determined and actively looking for alternatives. We planned to make large cabins of the Poma company, in my opinion, for 60 people, now they are selecting an alternative supplier. Different companies are being considered, from India, Turkey, there are different options. I am absolutely sure that the project will be implemented, but it will take a year to the right. The cost has changed, I’m not ready to say yet,” Orlov summed up.

The cable car from Blagoveshchensk to Heihe was to become the world’s first cross-border road of this type, connecting Russia and China across the Amur River. According to the project of the Dutch archburo UNStudio, the 973m-long road should consist of two independent cabins with a capacity of 110 people each. The expected travel time is less than ten minutes.

The construction of the road began in April 2021, when the contractor started the construction of the pile foundation. Then the cable car began to be erected on one of the sections of the “Golden Mile” artificial bulk territory on the river bank in the center of Blagoveshchensk. To preserve the environment, the builders used modern drilling technologies.

The completion of the construction of the cable car with an annual passenger traffic of 2.5 million people was scheduled for 2022.
