The authorities will have to post reports on the events held, comment on topical issues, and also indicate on the page contact details for communication: e-mail and phone numbers, indicated in the government.
They did not oblige officials to conduct Telegram channels, since the messenger does not meet two criteria: It is not a social network and is not registered in the Russian jurisdiction, explained the head of the State Duma Committee on Information Policy Alexander Khinshtein. “Which, however, does not prevent any government agencies from running their own TG channel. But this is their right, not their duty,” the deputy noted.
In the spring, popular Western social networks Instagram and Facebook (owned by Meta, which is recognized as extremist in Russia and banned), as well as Twitter, were blocked in Russia. After that, most Russian officials and authorities stopped publishing posts there, and the Ministry of Finance invited them to “move” to Telegram and VKontakte.
Telegram channels have been started, including the government, ministries, the IC, the Prosecutor General’s Office and the heads of Russian regions. Even earlier, government agencies and officials began to maintain official accounts on VKontakte.
