Moscow and Kiev continue “intensive negotiations” via video link, it is premature to talk about the possibility of a new meeting of Russian and Ukrainian Foreign Ministers Sergey Lavrov and Dmitry Kuleba, Deputy Foreign Minister Andrei Rudenko told Interfax.

“So far, intensive negotiations are currently underway in video mode with the Ukrainian side. Until the text of the final document is agreed, it is premature to talk about any official meeting,” Rudenko said.

On March 10, Lavrov and Kuleba met in Antalya. In an interview with the RBC TV channel, the Russian minister said that he had not heard “any new ideas” on the settlement of the conflict from his Ukrainian counterpart. “He [Kuleba] stated that he did not come there to repeat public statements,”I became all the more interested. But in 1.5 hours of meetings, conversations in the presence of Turkish Minister Cavusoglu and despite my,in my opinion, three or even four reminders that I wanted to hear something that did not sound in the public space, he did not put forward any new ideas,” Lavrov said. According to him, President Vladimir Putin instructed him to talk to the head of the Ukrainian Foreign Ministry. Turkish counterpart Recep Tayyip Erdogan offered to hold the meeting after the request of Ukrainian leader Vladimir Zelensky.

Kuleba said before the meeting that Ukraine is interested in reaching agreements with Russia on three points – a ceasefire, the liberation of territories and the resolution of humanitarian issues.

On March 31, Turkish Foreign Minister Mevlut Cavusoglu said that he had corresponded with his Russian and Ukrainian colleagues and proposed a new meeting. “We have never refused contacts, but they should be prepared, meaningful,” Rudenko said then in response.

The last time the Russian and Ukrainian delegations met was on March 29 in Istanbul. Kiev has submitted proposals for a peace treaty to Moscow. The head of the Russian delegation, Vladimir Medinsky, said that Kiev had agreed to become a neutral state in exchange for security guarantees. They will not apply to Crimea and Donbass, but Kiev undertakes not to try to return these territories by force.

Members of the Ukrainian delegation, in turn, announced Kiev’s intention to register the positions of Ukraine and Russia on Crimea in the peace treaty, as well as to hold bilateral negotiations on the status of Crimea and Sevastopol for 15 years. The problem of the republics of Donbass should be solved at the level of presidents, the delegation believes.

According to the head of the Ukrainian delegation, David Arahamia, the Russian side agrees with all proposals, except for the issue of Crimea.

In response, Medinsky noted that the positions of the parties on Ukraine’s refusal to deploy nuclear weapons, joining military blocs, deploying foreign troops, as well as the international security guarantees required by Kiev, had been previously agreed. “This, in fact, is what Russia is stubbornly and consistentlyshe has been trying since 2014,” the assistant to the president pointed out.We understand that Arakhamiya is addressing his audience, and if he calls all this the Ukrainian position, then we are not sorry. He added that Moscow’s position on Donbass and Crimea remains unchanged.
