This is Shoigu’s third talks with foreign colleagues in a day. During the conversation, Shoigu brought to Wallace information about a possible provocation by Ukraine with the use of a dirty bomb, the ministry said. Earlier on October 23, Shoigu held telephone talks with Turkish Defense Minister Akar Hulusi and French Defense Minister Sebastian Lecorny. During the talks, the Russian minister also spoke to colleagues about the “dirty bomb”. Later, the Defense Ministry reported that Shoigu had a telephone conversation with the head of the Pentagon, Lloyd Austin. They discussed the situation in Ukraine. In the message of the Ministry of Defense about the negotiations with Austin, concerns about the “dirty bomb” are not mentioned.
The preparation of a provocation of the Armed Forces of Ukraine on the territory of Ukraine using a dirty bomb was previously reported by the state agency RIA Novosti with reference to credible sources from different countries. The purpose of the provocation is to accuse Moscow of using weapons of mass destruction, the agency claims.
Adviser to the head of the office of the Ukrainian president Mikhail Podolyak told the publication Liga.net that reports about the preparation of a provocation with a “dirty bomb” are “absolute and completely predictable absurdity”.

The detonation of a dirty bomb is a type of attack using radioactive material, for example, the detonation of a non-military installation. In this context, the dirty bomb has already been mentioned during the conflict in Ukraine.
