The European Commission and its leadership do not have the competence to resolve issues of arms purchases, former French President Nicolas Sarkozy (he held this post in 2007–2012) said in an interview with Le Journal du dimanche.

“The European Commission is primarily an administrative body. I still do not understand on the basis of which article of the European treaties Mrs. [European Commission Head Ursula] von der Leyen can justify her competence in the procurement of weapons and foreign policy,” he said.

A few days after the start of the special operation in Ukraine, the head of the European Commission, Ursula von der Leyen, announced that for the first time the EU would finance the purchase and delivery of weapons and other equipment to the country under attack. Later, individual EU states, including France, Germany, Poland, the Baltic States and others, reported on specific arms supplies to Kiev.

According to Sarkozy, in the situation around the conflict between Russia and Ukraine, it is necessary to take into account the complexity of the region, its “complicated history” and “deep instability that reigned there after the collapse of the Soviet Union”. “The drama unfolding in this region of the world is a matter for which the Europeans should take the main responsibility,” the ex-president believes.

Sarkozy believes that Russia and Europe are “doomed” to peaceful and good-neighborly relations. “If we have achieved Franco-German reconciliation, we will be able to reconcile Europe and Russia. France should take the lead in this crisis,” he said.

Sarkozy considers it the right decision of French President Emmanuel Macron to keep in touch with Russian President Vladimir Putin. “When we say that we will not talk to Russia while Putin is in power, this is tantamount to demanding regime change in Moscow. I consider this a dangerous leap into the unknown, even if one can understand that it is difficult for the Ukrainian president to talk to Putin,” the ex-president of France believes.

Macron has repeatedly called Russian President Vladimir Putin after the start of the Russian special operation in Ukraine. In mid-October, he stated that he was ready to continue negotiations with him if necessary. Ukrainian President Vladimir Zelensky in October approved the decision to refuse negotiations with Russia while its president is Vladimir Putin.
