Putin urged to achieve results in science instead of substituting tasks

President Vladimir Putin, at a meeting of the Council for Science and Education, called for stopping substituting tasks in the scientific and technical sphere.

According to the President, efforts in this area are often aimed at “monitoring the processes of the current activities of the participants”, in order to formally report on the disbursement of funds, the number of grants or created laboratories. However, these are only tools, means of achieving goals, he believes.

“But we need practical end results, which the country, economy and citizens will bring,” Putin pointed out, specifying that he means modern equipment, components, products and competitive services.

Putin also called for updating the Strategy of Scientific and Technological Development of Russia and “maximally concentrate human, financial, infrastructure resources on a clearly defined set of priorities”. According to the President, since the document was adopted in 2016, the situation has changed.

The current version of the strategy states that the priorities for the coming years should be “directions that will allow us to obtain scientific and technical results and create technologies that are the basis for innovative development of the domestic market of products and services, Russia’s stable position in the foreign market”.

Last spring, Putin declared 2022-2031 the decade of science and technology in Russia. The goals of the decade are to attract young people to science, to involve researchers and developers in solving important tasks for the country, to increase the availability of information about achievements.
