The Kremlin has not yet developed a position on the initiative to denounce the agreement with Norway on cooperation in the Barents Sea and the Arctic Ocean, but the authorities are considering all possible options, said the press secretary of the Russian president Dmitry Peskov, the correspondent of RBC.

“As far as we understand, the parliament is talking about studying this issue. Not to formulate a position, but to formulate a question. <...> Of course, all possible scenarios are considered. There is no official position on this,” Peskov replied to the question about the Kremlin’s support for the denunciation or suspension of the agreement.

The Kremlin representative expressed hope that the issue will be resolved through diplomacy, and advised to seek further clarification from the Foreign Ministry.

At the end of June, Norway refused to allow 20 tons of food for the Russian mining village of Barentsburg in the polar archipelago of Svalbard at the request of Russia. Norway reported that it complies with European sanctions, to which it has partially joined.

Russian cargo is usually brought to Svalbard from Murmansk to the city of Tromso by trucks through the only checkpoint “Sturskug” on the border of Russia and Norway. Cargo is delivered to the islands by the only cargo ship Bring, which regularly departs to Svalbard every ten days. About 500 people live in Barentsburg, including shift miners working at the coal mines of the Russian trust “Arktikugol”.

The Russian Foreign Ministry called the decision of the Norwegian authorities unacceptable, and the State Duma deputy from the Communist Party Mikhail Matveev at the plenary session proposed to denounce the agreement with Norway on the delimitation of maritime spaces and cooperation in the Barents Sea and the Arctic Ocean. He claimed that in 2010 Russia ceded 175 thousand square kilometers of the Barents Sea to Norway, which today prevents the delivery of goods to Svalbard. Chairman of the State Duma Vyacheslav Volodin agreed with his position and instructed the International Affairs Committee to study the proposal.

A spokeswoman for the Norwegian Foreign Ministry, Ane Haavardsdatter, in response to the parliament’s initiative, stated that the contract “does not contain a termination clause” and this type of agreement, according to “common practice”, is valid indefinitely. Vice-Speaker of the Federation Council Konstantin Kosachev refuted this thesis, referring to Article 56 of the Vienna Convention on the Law of International Treaties andother provisions of domestic and international documents. According to this article, a State may withdraw from a treaty if the nature of the agreement implies the right of denunciation or withdrawal. It is also possible if it is established that the participants were going to allow withdrawal or denunciation.
