FSB officers detained suspects in an attempt on the head of the Department of the Penitentiary Service (USIN) in the Kherson region Yevgeny Sobolev, TASS reports.
These are local residents Andrey Seryozhenko and Oleg Pronko. According to the agency, they gave confessions, from which it follows that the attempt was prepared on the instructions of the Main Intelligence Directorate (GUR) of the Ministry of Defense of Ukraine.
Seryozhenko said that his friend Vasily Bilibenko was following Sobolev and soon received a task that the head of the USIN “should be blown up”. They set up an explosive device in the yard and set it off when Sobolev was leaving there in his car. According to Seryozhenko, Bilibenko received a shrapnel wound and had to seek medical help. Another participant of the events, Pronko, helped to find the doctor.
Pronko stated that his role was to conduct a preliminary inspection of the future site of the assassination attempt, “no one [told him] about the explosion itself.”
According to the agency, the detainees reported that Bilibenko managed to leave in the direction of the Kiev-controlled part of the territory of the Zaporozhye region.
The attempt on Sobolev took place on June 18. Russian state agencies reported, citing sources, that “Ukrainian terrorists” blew up the personal car of the head of the USIN, he was taken to the hospital with injuries. The head of the interim administration of the region, Vladimir Saldo, clarified that nothing threatens Sobolev’s life.

The Russian Defense Ministry reported on the capture of Kherson a few days after the start of the military operation in Ukraine. By March 15, the military had established full control over the entire territory of the region. Later, a civil-military administration was created there.
The attempt on himself was also reported by the head of the military-civil administration of the village of Chernobayevka, Yuri Turulev: when he went to work with security, the car was blown up by a land mine. Turulev received minor shrapnel wounds. In May, as a result of the attack, the head of the city administration of Energodar in the Zaporozhye region, Andrei Shevchik, was injured. According to the Russian IC, threats were made against him, after which he took a pro-Russian position.
