The State Duma Committee on State Construction and Legislation cannot yet legally support the idea of confiscation of the property of the Russians who left, said the chairman of the committee Pavel Krasheninnikov.
«It is discussed—confiscation as a form of punishment. Of course, we are against it. Legally, we cannot support this, if it is some kind of global story, then global amendments are needed, we will consider them,” he said (quoted by RIA Novosti). He added that there are no such amendments yet.
On January 24, the speaker of the lower house of Parliament Vyacheslav Volodin said about the study by the Duma of the issue of the confiscation of the property of “scoundrels” who left Russia, who “violated the law” and caused “harm”. According to him, they should be responsible for their actions, and “other punishments do not reach them”.
On February 6, the head of the Duma Committee on Culture, Elena Yampolskaya, told Izvestia that parliamentarians would form an expert group to discuss possible measures against Russians who had gone abroad and opposed the government. It will also include representatives of various departments, with whom changes to existing measures and new ones will be discussed. Then the group will send its proposals to Volodin.
Senator Andrei Klishas, who heads the Federation Council Committee on Constitutional Legislation and state Construction, commenting earlier on the idea of confiscation of property of those who left the country, said that it was “unconstitutional, and therefore unrealizable”.
