At the end of December, the Russian government legalized the possibility of removing serviceable spare parts and components from civil aircraft for their storage or subsequent installation on other vessels, including those in production, Izvestia reports, citing sources in the aviation industry.

The interlocutors of the newspaper clarified that permits should be issued for such details (airworthiness coupons, passports or labels); when removed, it is necessary to perform and document an analysis of their operation and condition assessment, during subsequent installation, to test and re-evaluate the condition.

In addition, the Cabinet of Ministers allowed to install non-original foreign components on the foreign fleet remaining in Russia and requiring maintenance, that is, those that are not provided for in the operational documentation of the developers (Boeing, Airbus, Embraer), Izvestia writes. Such parts can only be manufactured by companies that have the approval of six foreign aviation administrations and according to procedures similar to those established in American legislation.

At the same time, as the interlocutors of Izvestia clarified, in Russia and in previous years, spare parts were moved from plane to plane, and there was also a practice of installing non-original components approved by the authorities of the United States or the European Union. “Now these stocks are apparently running out, and it became necessary to use components of Chinese, Iranian production,” one of the sources explained.

The fact that Russian airlines asked the Ministry of Transport to legalize the cannibalization of aircraft, Izvestia reported in mid-August with reference to a letter from the President of the Association of Air Transport Operators (AEVT) Vladimir Tasun. He noted that the rearrangement of components is worldwideThis will allow Russian companies to flexibly manage the serviceability of the fleet of aircraft. It was proposed to legalize the removal of components through the correction of the March Government Decree No. 353 “On the Specifics of Licensing Activities in the Russian Federation in 2022” and its aviation part.

Since the end of February, the United Kingdom, the United States, the EU and other countries have imposed restrictions on flights of Russian airlines. The European Union has also imposed a ban on exports to Russia of goods and technologies used in the aviation and space sectors, as well as a ban on insurance and maintenance of goods related to these industries.

The American manufacturer Boeing has temporarily stopped the maintenance and support of Russian airlines and the supply of spare parts to them. Similar measures were taken by the European manufacturer Airbus.

“Kommersant” with reference to sources in the Ministry of Transport, AEVT and two airlines wrote that under the negative scenario of the program for the development of the Russian air transport industry until 2030, from the second half of 2022, the fleet of foreign aircraft in the country will begin to decrease intensively and the disassembly of aircraft for spare parts will ensure the airworthiness of the remaining fleet in operation. According to a newspaper source in the Ministry of Transport, from half to two thirds of foreign aircraft are under threat of disassembly.

In mid-June, at that time, Deputy Prime Minister Yuri Borisov warned that Russia needed to prepare for the fact that some foreign aircraft would have to be disassembled for spare parts. According to the calculations of the Ministry of Transport, the fleet can be operated for another five years, he added.
