The heads of the Energy Ministries of the EU countries agreed to exclude Russian gas from contracts for joint purchases, the volume of which in 2023 should be at least 13.5 billion cubic meters, the European Commission said in a statement.

“The new rules will create opportunities for EU member states and their energy companies to purchase gas jointly on global markets”…”. The member countries emphasized that Russian gas would be excluded from joint purchases,” the document says (quoted by TASS).

The Ministers reached an agreement on a number of issues, including:

  • Development by the Energy Regulatory Cooperation Agency (ACER) of a new EU standard for liquefied natural gas by the end of March;
  • introduction of a mechanism to limit intraday fluctuations in gas derivatives prices by TTF;
  • strengthening EU energy solidarity to “make sure that in case of an emergency, no state will be left alone”
  • acceleration of the procedure for issuing permits for technologies that can change the situation this winter, for example, the installation of solar photovoltaic systems and heat pumps.

“I cannot overestimate how important these measures are for our response to the current crisis, and I was glad to see a very broad agreement at the negotiating table. It is extremely important to move forward with the implementation as quickly as possible, and therefore I hope that the council will officially adopt the package in the coming weeks,” said European Commissioner for Energy Kadri Simson.

Earlier on November 24, Hungarian Foreign Minister Peter Szijjarto said that the EU energy ministers could not agree on the price ceiling for Russian gas. The next meeting will take place on December 13, respectively

“A significant part of the member countries, including us, defended the point of view that it is impossible to make decisions on solidarity measures in the gas market without, in our opinion, unlawfully interfering in the work of the gas market,” the Hungarian minister said.

According to Szijjarto, the proposals made at the meeting were unsuccessful because they threatened the energy security of Europe.
