The presence of a valid Schengen visa is a prerequisite, not a guarantee for the entry of Russians into the EU, said the head of European diplomacy Josep Borrel at the EU interparliamentary conference in Prague.

“Having a visa is not a guarantee that a [Russian] tourist will enter a particular country. This is a precondition, but he must pass control at the border, and he may not be allowed in,” Borrel said (quoted by TASS). He noted that the United States also applies this practice.

The EU High Representative for Foreign Affairs and Security Policy noted that the EU is not going to completely refuse to issue visas to Russians in order not to “isolate itself from civil society”. Earlier, he noted that visas will also continue to be issued to those who oppose military actions in Ukraine.

The European Union is discussing the introduction of restrictions on the issuance of visas to Russians, but there is no consensus among EU members on this issue. On August 30 and 31, an informal meeting of the Foreign Ministers was held in Prague, at which a political, but not a legal, decision was made to suspend the simplified visa regime with Russia on this issue. According to the agenda of the next meeting of the Committee of Permanent Representatives of the EU states, they will discuss and possibly approve the suspension of the simplified visa regime on September 7.

Such a measure will lead to an increase in the visa fee from €35 to €80. As it is believed in the EU, this will reduce the number of visas issued. A decision on what to do with the visas already issued has not yet been made, Borrel said.
