The Ukrainian authorities have imposed sanctions against four people, President Vladimir Zelensky said in his Telegram.

“At the suggestion of the Security Service of Ukraine, a decision was made to apply sanctions against Firtash D. V., Fuchs P. Ya., Chemezov S. V., Shelkov M. E.,” he wrote. Zelensky did not specify the names and positions of the people who were on the list.

Most likely, they are referring to the general director of the Rostec corporation, Sergey Chemezov, and the deputy chairman of the Board of directors of the titanium manufacturer VSMPO-AVISMA, Mikhail Shelkov.

The other two people on the list are Ukrainian businessman Dmitry Firtash and Russian and Ukrainian entrepreneur Pavel Fuchs, Secretary of the National Security and Defense Council Alexey Danilov said earlier. According to him, the sanctions against Firtash were applied for his participation in the titanium business and the supply of raw materials,which went to the Russian military enterprises. Danilov added that the supplies were tracked by the intelligence services of Ukraine. Restrictions against Fuchs were imposed because of his involvement in illegally obtaining licenses for mining, Danilov said. Announcing the sanctions, the NSDC Secretary did not mention the names of Chemezov and Shelkov.

According to the Ukrainian publication “Today” with reference to sources, the military enterprises that Danilov mentioned in connection with Firtash are the Russian “VSMPO-Avisma” and “Industrial Investments”, as well as the Ukrainian LLC “Valki-Ilmenit”.

According to Zelensky, at a meeting of the National Security Council on June 18, the authorities decided to extend the sanctions against a number of individuals that were introduced on June 21, 2018. At that time, Russian political parties (United Russia, the Communist Party, the Liberal Democratic Party, and others), the Central Election Commission and its head Ella Pamfilova, etc. were also subject to restrictions.

In May of this year, Ukraine extended sanctions against individuals for three years, including the head of the Crimea Sergey Aksenov, the heads of the unrecognized DPR and LPR Denis Pushilin and Leonid Pasechnik, as well as Russian TV channels VGTRK, Channel One, NTV, Zvezda, TNT, MIA, Russia Today, and others. These measures were introduced in 2016.

Sergey Chemezov was already included in the sanctions lists in Ukraine in March 2019. According to the decree of Petro Poroshenko, then the president of the country, then restrictions were imposed against 294 companies and 848 people, the document claimed that they “actively supported or promoted aggressive actions against Ukraine”. In addition to the head of Rostec, State Duma Speaker Vyacheslav Volodin, Deputy Prime Minister (now deputy head of the presidential administration) Dmitry Kozak, ex-head of Russian Railways Vladimir Yakunin and others were sanctioned.
