The CEC of South Ossetia has received a request for registration of an initiative group on the issue of the republic’s entry into Russia, the secretary of the election commission Kristina Avlokhova told TASS. The members of the group are about ten public and political figures, including President Anatoly Bibilov, ex-President Leonid Tibilov and Speaker of Parliament Alan Tadtaev.

According to the agency, Bibilov said during the election debates that within a month the initiative group would have to collect 2 thousand signatures.

Bibilov announced the intention of South Ossetia to initiate the process of joining Russia on March 30. He called the unification of the Ossetian people within one state— the Russian Federation—«a strategic goal » and «the aspiration of the people». According to Bibilov, it is necessary to convene a referendum to discuss this issue.

Later, he announced the need for two referendums: first, on the issue of joining Russia, and then, after joining it, the second – on the issue of unification with North Ossetia. A similar referendum to the last one should be held in North Ossetia, Bibilov added. The vote on South Ossetia’s accession to Russia may take place after April 10, the president said.

Press Secretary of the President of Russia Dmitry Peskov said on March 31 that the Kremlin would respect the results of the referendum in South Ossetia on the issue of joining Russia, but so far Moscow has not taken legal action in this direction. Andrey Klimov, Deputy Head of the United Russia Commission for International Cooperation, said that there are no legal obstacles to the republic’s entry into Russia. According to Deputy Chairman of the State Duma Committee on CIS Affairs Artem Turov, the entry of South Ossetia into Russia will give the republic the opportunity to develop.

The Georgian Foreign Ministry said that the country does not consider it permissible to talk about such a referendum, “while the territory of Georgia is occupied by Russia”.

On August 26, 2008, Russia recognized the independence of South Ossetia and Abkhazia. Georgia then severed diplomatic relations with Russia, Tbilisi considers these regions occupied.
