Ukraine needs a “Marshall plan”, its development should begin now, German Chancellor Olaf Scholz and the head of the European Commission, former German Defense Minister Ursula von der Leyen said in an article for the Frankfurter Allgemeine Zeitung. The material was published on the eve of a conference in Berlin on the restoration of Ukraine, which will also be attended by Ukrainian Prime Minister Denis Shmygal.

In the article, Scholz and von der Leyen recalled that Ukraine is a candidate for the EU. “Therefore, the path to recovery is also Ukraine’s path to the European Union. Ukraine also defends the rules-based international order, the foundation of our peaceful coexistence and prosperity throughout the world. Therefore, if we support Ukraine, we are building our future and the future of our common Europe,” wrote the politicians (quoted by Tagesshau).

The Head of the EC and the Chancellor also noted that the restoration of Ukraine is a task for generations to begin today.

The Marshall Plan was proposed by US Secretary of State George Marshall, speaking at Harvard University on June 5, 1947. In the same year, a conference of European countries was convened in Paris to discuss it, the participants determined the amount of loans needed by Western Europe for four years. The US Congress approved the Marshall Plan in 1948. Its implementation took place within the framework of the Law on a four-year program of assistance to foreign states, the total amount was $ 12.4 billion.

In August, Scholz said that the restoration of Ukraine after the fighting would be a “big, big task” and would be bigger than the “Marshall Plan”, and its implementation would require “billions”. Ukrainian President Vladimir Zelensky estimated the restoration of the country’s infrastructure at $600-800 billion, his office also indicated that the country would need $30-100 billion annually.

Von der Leyen noted in June that helping Ukraine rebuild the destroyed infrastructure is a moral duty of Europe. At the same time, the head of the European Commission pointed out that Kiev should carry out governance reforms, increase the independence of the judicial system and fight corruption in order to create positive conditions for the business sector.

At the same time, Brussels is considering the possibility of using the frozen assets of Russian businessmen to restore Ukraine, von der Leyen noted. A legal framework is being prepared for this. The press secretary of the President of Russia Dmitry Peskov called such plans international banditry and “legalization of previously committed theft”.
