The candidacy of Roman Abramovich as a negotiator of Ukraine with Russia was proposed by the head of the Office of the President, Andrei Ermak, with the submission of producer Alexander Rodnyansky (recognized in Russia as a foreign agent). After the start of the military operation in Ukraine, Moscow and Kiev held several rounds of negotiations. Abramovich was also present at the meeting of delegations in Istanbul. The Kremlin, commenting on Abramovich’s participation, said that he was not an official member of the delegation, and also noted that the businessman was involved in the negotiation process at the initial stage.

Turkish Foreign Minister Mevlut Cavusoglu said that Abramovich was “making sincere efforts” to help resolve the situation in Ukraine.

At the end of March, after negotiations in Istanbul, the Russian Defense Ministry withdrew the military from Chernihiv and Sumy regions. The Kremlin called it a gesture of goodwill in the interests of the negotiation process. After the events in Bucha (Moscow calls them a planned provocation), negotiations between Russia and Ukraine were frozen. According to Rodnyansky, after the events in Bucha, negotiations became impossible.

The Russian Defense Ministry stated that during the time when the city was under the control of the Russian military, “not a single local resident was injured,” and photos of dead people in civilian clothes appeared on the fourth day after the army left Bucha.

According to Rodnyansky, after that Ukraine and Russia will conduct negotiations only on the exchange of prisoners, in which Abramovich also took part.

Official Moscow and Kiev have repeatedly accused each other of disrupting the dialogue. The Russian side has repeatedly noted that it is ready for negotiations. Deputy Foreign Minister Sergei Ryabkov said in November that Kiev interrupted the negotiation process “at the command of its Western curators”. Kiev believes that Moscow is not negotiating, but is putting an ultimatum.
