The White House has approved a government decree correcting the system of bonuses for the management of state-owned companies, Kommersant reports with reference to the document.

According to the new rules, the amount of remuneration in 117 organizations with state participation will depend on the implementation of individual significant projects and on the achievement of key performance indicators (KPIs).

KPIs (key performance indicators) include, in particular, financial indicators that characterize the profitability of an organization, and industry indicators related to national development goals.

The government took the first step towards unifying the remuneration system for top managers of large state-owned companies in June, the newspaper reminds. At that time, provisions were introduced on the maximum possible total remuneration of the management of companies, which consists of official salary, compensation and incentive payments, as well as payments from participation in the management bodies of other legal entities. The amount of annual remuneration is set depending on the complexity of the organization’s management and its industry affiliation.

Initially, payments of managers, their deputies, chief accountants and members of collegial executive bodies of 43 organizations, including DIA, VEB, Rosatom, Roscosmos, Avtodor, Russian Railways and others, came under state control.

The new amendments of the government, according to “Kommersant”, extend the rules to a wide list of organizations in which the state owns more than 50% of the shares. In the document, organizations are divided into five groups:

  • the largest companies implementing individual significant projects (VEB, «Dom.RF, Russian Railways, Rosseti, RusHydro and others (12 in total);
  • a number of key banks and other large organizations (Russian Post, Rosselkhoznadzor, Promsvyazbank and others);
  • organizations responsible for the development of individual territories (Far East and Arctic Development Corporation, Tourism Corporation.The Russian Federation» and others— nine in total);
  • organizations responsible for certain areas of the economy (GTLK, USC, «Rosgeologiya»);
  • the remaining organizations (81 in total).

Proposals on the terms of remuneration and the ceiling of annual payments in these organizations are formed by industry departments and boards of directors of organizations and send them to the Ministry of Finance together with data on the financial result of organizations and subsidies received by them, the publication notes. The Ministry of Finance, in turn, should coordinate them with the working group of the executive committee on optimization and efficiency of budget expenditures.

The resolution also regulates the payment of bonuses that are due to management when they reach the KPI: the annual bonus is within 30% of the annual maximum remuneration, the total amount of quarterly bonuses is not more than 10% of this indicator.

In July, we developed our own KPI for Duma committees. Their effectiveness was proposed to be assessed by the number of initiatives developed and by the results of round tables and appeals.

According to the proposed procedure, the criteria for the effectiveness of the work of the committees are supposed to be divided into three blocks – procedural, semantic and control. The first of them evaluates the fulfillment of those requirements that are in the Duma regulations, there are about 30 of them. Among other things, they relate to the timing of the transfer of documents by committees to the Duma Council, the timing of the distribution of bills received by the committee and the issuance of opinions to other committees.

The second of the blocks of criteria takes into account the number of initiatives submitted by committee members, the number of bills submitted by the committee to the State Duma for consideration, as well as the number of its initiatives that appeared within the framework of the Duma’s scientific expert and research work program. In addition, the criteria include taking into account the number of appeals and conclusions based on the results of the committee’s round tables, parliamentary hearings and working groups, as well as the number of conclusions and appeals of the committee adopted by the Duma.

The third set of criteria is related to the committee’s assessment of already adopted laws. They will be determined by the Duma control committee under the leadership of Oleg Morozov. The results of the committees’ KPIs assessment will be summarized twice a year by the end of the spring and autumn sessions. Now there are 32 committees working in the State Duma.

The State Duma will increase the salaries of vice-speakers and committee chairmen at the expense of the saved funds after a proposal from the leadership of the lower house of Parliament, Vedomosti writes, citing sources.

As six sources on Okhotny Ryad clarified to the newspaper, this issue was discussed at the State Duma Council on November 14. According to three of them, the issue was raised by the speaker of the lower house Vyacheslav Volodin. “It is unfair that the only person in the State Duma who has a salary that differs from others is himself,” one of the sources of the “Vedomosti” retold the words of the speaker.

Volodin, in particular, pointed out that the State Duma has already saved 600 million rubles, and now there is a legislative opportunity to direct these funds to encourage the work of vice speakers, committee chairmen and, “perhaps, someone else”.

We are talking about the amendment to Part 3 of Article 2 of the law on the status of senator and deputy of the State Duma, which entered into force on July 14, 2022, according to which monthly monetary remuneration, monetary incentives, which make up the salary of a deputy, belong to social guarantees.

According to another source of Vedomosti, Volodin has long been thinking about how to stimulate the work of deputies and, in his opinion, it is fair to raise wages depending on the position. “The idea of providing additional monetary support for those who hold senior positions in the State Duma, vice-speakers and committee chairmen is being discussed. But while there is a discussion about its expediency and how exactly it can be implemented,” he said.

In fact, the source explains, Volodin wants “more motivation to work on the Okhotny Ryad”. Therefore, it is required for the vice-speakers of the State Duma to make a salary like that of deputy prime ministers, and to equate the chairmen of committees with ministers, he added.

According to the results of last year, the deputies with the highest incomes were Grigory Anikeev (2.7 billion rubles), Leonid Simanovsky (1.5 billion rubles) and Nikolai Bortsov (808 million rubles). Vyacheslav Volodin earned 84 million rubles for the year. This is 20 million rubles less than in 2020.
