The Hungarian government has approved the creation of an independent body to fight corruption and instructed to create a system for evaluating public procurement, the newspaper Nepszava writes, which indicates that these decisions are related to the claims of the European Commission to Hungary and the desire of Prime Minister Viktor Orban to receive funds from Brussels in a crisis. Bloomberg points out that such concessions could open Budapest access to $5.8 billion from EU funds.

According to the government’s decision, a working group will be created in Hungary to combat corruption and fraud and to prevent conflicts of interest and other violations. It will include representatives of state bodies and public organizations on a parity basis. The anti-corruption body may start working as early as November.

Another decision of Orban’s cabinet is related to the order to create a system of effective evaluation of public procurement, as well as to study the situation when the share of public procurement with one participant exceeds 15% of all. This will be handled by the Minister of Land Management Tibor Navraxis.

As Nepszava points out, the European Commission has long expressed concern about the situation with public procurement in Hungary, and the head of Orban’s administration, Gergei Goulash, recognized the legitimacy of Brussels’ claim on this issue.

In April, the European Commission launched a rule of law mechanism against Hungary. It allows Brussels to block the allocation of funds from the EU budget and funds to countries that, according to the union authorities, use them for other purposes. Hungary and Poland tried to challenge the implementation of the mechanism, but the EU court rejected their complaint.

Nepszava also associates the decision of the Hungarian government with Orban’s desire to agree on a plan to help Budapest and receive funds from the Economic Recovery Fund (RRF) from Brussels in conditions of “uncontrolled” inflation and the impending economic crisis. The support package consists of two parts – irrevocable financial assistance and concessional loans.
