The place that the Communist Party chose for a mass event in Moscow in the format of a meeting of deputies with voters does not meet the requirements of the law, the press service of the Moscow Department of regional Security and anti-corruption told RBC.

The mayor’s office noted that they received an application for a rally in the city center, but did not coordinate it due to coronavirus restrictions.

The authorities drew attention to the fact that ” at present, some initiators of this action (the Communist Party of the Russian Federation initially notified about plans to hold a rally against election violations.& mdash; RBC) declare that it will be held in the format of a meeting of deputies with voters and through the resources of the Internet and some mass media, they are spreading calls to take part in it. However, according to the legislation, a State Duma deputy can meet with voters “within the territory defined by this State Duma deputy, in premises, specially designated places, as well as in courtyard territories,” the authorities explained. Such meetings are possible provided that they do not disrupt the operation of life support facilities, transport, social infrastructure, communications, they noted.

“We emphasize that the territory declared for the promotion does not meet the specified requirements and & lt;…”the use of special conditions for holding meetings of deputies with voters for the implementation of other goals, including the expression and formation of opinions, making demands on various issues of the political, economic,social and cultural life of the country and foreign policy issues, is unacceptable,” the Department of Regional Security said.

The authorities called on the party to refrain from holding the planned action, and citizens from participating in it and warned that otherwise they could be brought to justice.

The leader of the Communist Party of the Russian Federation, Gennady Zyuganov, in response to the warnings of the authorities, said that the planned meeting with deputies is absolutely legal, RIA Novosti reports.

Earlier, the Communists had already been refused to hold rallies planned after the elections, due to coronavirus restrictions. The party notified the authorities of its plans even before the announcement of the voting results. After the Communist Party was not allowed to hold rallies, State Duma deputy and leader of the capital’s Communists Valery Rashkin organized a protest action in the format of a meeting with deputies. The participants demanded to cancelresults of the State Duma elections. On September 23, it became known about the detention of several participants of a rally against election violations, including Sergey Vlasov, a municipal deputy of the Pechatniki district. He was charged with Part 5 of Article 20.2 of the Administrative Code (violation by a participant of a public event of the established procedure for holding a meeting, rally). Later it became known that several dozen people were brought to justice.

Roskomnadzor threatened the Communists with blocking the party’s website because of the announcements of an uncoordinated rally in Moscow, and the Interior Ministry was reminded of the responsibility for participating in it.

The State Duma elections were held from September 17 to 19. The Communist Party gained 18.9% of the vote, taking second place after United Russia, and received 57 deputy mandates.
