The head of Chechnya, Ramzan Kadyrov, called on representatives of the Ingush people to stop “a bunch of provocateurs” who are trying to “play the nationalist card”. He wrote about this on the social network VKontakte.
“I called on the fraternal people to stop a bunch of provocateurs who are trying to play the nationalist card. Moreover, this issue is closed once and for all and fully complies with the letter of the law,” he said.
Thus, Kadyrov commented on the information that construction works were carried out on the border of Chechnya and Ingushetia, during which the bed of the Fortanga mountain river was changed. Data that heavy machinery is carrying out repair work in the rural settlement of Datty in the Sunzhensky district of Ingushetia bordering Chechnya appeared in social networks a few days ago. One of the users, who also posted a video of the work being carried out, called what was happening “another provocation of neighbors”.
Chairman of the Chechen Parliament Magomed Daudov during a live broadcast on Instagram said that the work on the river bank could not affect the border line with Ingushetia in any way.
As the online newspaper Ingushetia wrote, the authorities of the Sunzhensky district, having learned about the construction work, promptly left for the site. The head of the district, Magomed Dzeytov, who arrived there, found out that there were no machinery and workers there, but traces of machinery work and the changed bed of the Fortanga River were visible.
After the inspection, Dzeytov met with the head of the Sernovodsk district of Chechnya, Ismail Israilov. Israilov stated that the work was carried out by ignorant employees of the Chechenavtodor to pour concrete into the barrier fence of the road on the edge of the cliff, for which the riverbed was changed, the press service of the administration of the Sunzhensky district reported.
They noted that Israilov assured that in the near future the river will be returned to its former course, and also that no territorial changes were planned. In addition, the head of the Sernovodsk district said that in the future all work will be carried out exclusively after coordination with the Ingush side.
The conflict between Chechnya and Ingushetia over the border territories began after the collapse of the USSR, since the border between the republics was not clearly marked, they were part of a single Chechen-Ingush ASSR. In the 1990s, a territorial dispute began between Ingushetia and Chechnya, which concerned the Sunzhensky and Malgobek districts. In 1993, Dzhokhar Dudaev (one of the leaders of Chechen terrorists, who in 1991 proclaimed the Chechen Republic of Ichkeria, and in 1996 was destroyed by Russianfederal troops) and the head of Ingushetia Ruslan Aushev signed an agreement under which the Sunzhensky district, with the exception of the settlements of Sernovodsk and Assinovskaya, were transferred to Ingushetia. In 2012, a commission was established in Chechnya to “clarify and coordinate the administrative border” between the republics. According to the new document, a mountainous and wooded area located in part of the Sunzhensky district of Ingushetia has passed to Chechnya, and Ingushetia also has a territory in the Nadterechny district of Chechnya.
In September 2018, the heads of the republics Ramzan Kadyrov and Yunus-Bek Yevkurov agreed and signed an agreement on the border between the two subjects. After that, a series of rallies against the agreement took place in Ingushetia. They tried to challenge the decision on the border with the help of a referendum, but the republican election commission rejected the application. In June 2019, Yevkurov resigned as head of the republic, later the Constitutional Court of Russia recognized the decision on the border as legitimate.
