A bill has been submitted to the Verkhovna Rada of Ukraine, according to which it is proposed to deprive those who voluntarily received a Russian passport of Ukrainian citizenship, the parliament’s website says.

The amendments imply amendments to the law “On Citizenship of Ukraine” regarding the automatic loss of citizenship of Ukraine in the case of voluntary acquisition of citizenship of the aggressor state “of the Russian Federation”, the report says.

While the bill is under consideration. It was initiated by three deputies: Oksana Savchuk (who is not a member of any one faction), Natalia Pipa (a member of the “Voice” faction) and Nikolai Knyazhitsky (a member of the “European Solidarity” faction.

The day before, President Vladimir Zelensky put into effect a decree of the National Security and Defense Council, which now obliges officials to confirm that they do not have foreign citizenship, as well as a document granting the right to permanent residence in another country.

The document says that in this way officials are not allowed to use foreign citizenship to the detriment of the national security of Ukraine, and also prevent a conflict of interests.

As of mid-July, 611 thousand residents of the self-proclaimed Luhansk and Donetsk People’s Republics (LPR and DPR) received Russian citizenship in a simplified manner. Viktor Vodolatsky, First Deputy Chairman of the State Duma Committee on CIS Affairs, expressed hope that this number would grow to 2 million by the end of the year.

The decree on the simplified procedure for issuing Russian citizenship to residents of the DPR and LPR was signed by Russian President Vladimir Putin in April 2019. Kiev reacted negatively to this. Zelensky called the issuance of passports a violation of the Minsk agreements.

The Russian Foreign Ministry explained that the simplified procedure for issuing citizenship is a forced humanitarian measure due to the blockade of the region by the Ukrainian authorities.
