A referendum on joining Russia has begun in the Donetsk and Luhansk People’s Republics (DPR and LPR), as well as in the Kherson region and on the territory of the Zaporozhye region of Ukraine controlled by Russian troops.

The voting will take five days. The first four days it will take place in the adjacent territories and by addressing the residents. Residents will be able to vote at polling stations on September 27. Then they will start counting the votes.

The head of the DPR Denis Pushilin, in an address to residents, called the referendum a “historic milestone”. “I am glad not only for all residents of the republic, but also for the Russian Federation, which will grow into an unconquered Donbass,” he said. According to Pushilin, the national vote will be a “decisive, breakthrough step into a new reality”.

The authorities of the DPR, the LPR, as well as the civil-military administrations formed in the territories of the Kherson region and part of the Zaporozhye region of Ukraine controlled by the Russian forces announced the holding of referendums at the same time earlier this week, on September 19–20.

The DPR and the LPR, whose independence Russia recognized in February, the voters will be asked if they support the entry of the republic into the country as a subject. In the Kherson and Zaporozhye regions, the bulletin will additionally contain the question whether a citizen supports the formation of the region as an independent state and then joining Russia as a region.

At the same time, the authorities of the Zaporozhye region plan to declare independence and become part of the country within their administrative borders (Russian forces control the southern and central part of the Zaporozhye region, and its administrative center, Zaporozhye, is still controlled by Ukraine).

On September 21, the day after the authorities of these territories announced referendums, partial mobilization was introduced in Russia. President Vladimir Putin said that Moscow would support the results of the vote. And Deputy Head of the Security Council Dmitry Medvedev noted that referendums are needed not only for “system protection”.;residents of these territories, but also for the “restoration of historical justice”. He added that Russia has the right to “use all the forces of self-defense” when encroachments are committed on its territory, and also that no future president and no official “will be able to reverse these decisions”.

According to the President of Ukraine Volodymyr Zelensky, the position and task of Kiev do not change due to the holding of referendums. And Ukrainian Foreign Minister Dmitry Kuleba noted that Kiev “will continue to liberate them (lost territories), no matter what they say in Russia”.

Western countries, including the USA, France and Germany, are not going to recognize the results of referendums either. NATO called the vote fictitious, and the EU, in turn, warned that it would be followed by new sanctions.
