Russian President Vladimir Putin has approved a preliminary agreement on dual citizenship between Russia and South Ossetia, according to an order published on the official Internet portal of legal information.

“To accept the proposal of the Ministry of Foreign Affairs of Russia, agreed with the interested federal executive authorities, on signing an agreement between the Russian Federation and the Republic of South Ossetia on the settlement of issues of dual citizenship. To approve the draft agreement previously worked out with the South Ossetian side, ” the document says.

According to the first article of the agreement, ” citizens of one party have the right to acquire the citizenship of the other party without renouncing their existing citizenship of this party.” In addition, people who have dual citizenship undergo military service where they live permanently at the time of conscription, and those who have previously completed military service are exempt from conscription.

“A person who is a citizen of both parties enjoys the rights to social security, education, and medical care in accordance with the legislation of the party in whose territory he/she permanently resides,” the document noted.

The agreement will be valid for five years and will be automatically extended for subsequent five-year periods, unless one of the parties notifies six months in advance of its desire to suspend its operation.

According to Russian legislation, Russian citizens who also have another citizenship are considered by the Russian Federation only as their own citizens, with the exception of cases provided for by international treaties and federal laws. The corresponding agreement, according to which each of the parties recognizes the right of its citizens to acquire, without losing its citizenship, the passport of the other party, is valid for Russia only with Tajikistan. In addition, the citizenship of a foreign state in Russia is prohibited for the president of the country, the chairman of the government, ministers, deputies, senators and members of the Security Council.

In 2014, Russia adopted a law on mandatory notification of second citizenship. The following year, 900 thousand Russians announced the presence of a second passport: the majority reported citizenship of the United States, Great Britain and Israel.

In January last year, the Ministry of Internal Affairs reported that in 2020, more than 560 thousand foreign citizens received Russian citizenship, which is 32% more than a year earlier. So, in 2019, 497.8 thousand people received citizenship, and in 2018-269.4 thousand. According to the statistics of the Ministry, most of the applicants are Russiancitizenship & mdash; Ukrainians. In total, since the beginning of 2016, more than 676 thousand citizens of Ukraine have received it. This is 46.6% of all foreign citizens who decided to get a Russian passport. Next came the natives of Kazakhstan (12.9%), Tajikistan (10%) and Armenia (7.2%).
