Russia has imposed sanctions against the leadership of Australia and New Zealand

Scott Morrison

The Ministry of Foreign Affairs has banned entry to the top leadership of Australia in response to “unfriendly” actions, according to a message on the department’s website.

The list includes Prime Minister Scott Morrison, his deputy Barnaby Joyce, Interior Minister Karen Andrews, Finance Minister Simon Birmingham, Defense Minister Peter Dutton, Foreign Minister Maryse Payne, Attorney General Michaelia Cash. The restrictions affected deputies of the House of Representatives, members of the Senate and the Legislative Assembly. A total of 228 Australians have been placed under sanctions restrictions.

The Foreign Ministry called the entry ban a response to the actions of the Australian government, which is ready to support any actions aimed at deterring Russia. Later, the agency will include in the list of Australian military, businessmen, experts and media personalities who “contribute to inciting a negative attitude” to Russia.

In addition, the Foreign Ministry banned the entry of 130 representatives of New Zealand. The sanctions included Governor-General Cynthia Kiro, Prime Minister Jacinda Ardern, his deputy Grant Robertson, Foreign Minister Nanaya Mahuta, Defense Minister Pini Henare and other ministers. Now the commanders of the troops, the Director General of the Government Communications Security Bureau, Andrew Hampton, the Director General of the Security and Intelligence Service, Rebecca Kitteridge, as well as a number of parliamentarians will not be able to come to Russia.

Moscow pointed to the actions of the Cabinet of Ministers, who forgot about their interests and generally accepted decencies, and also began to follow a “Russophobic course”.

On February 28, Australia banned entry into the country and imposed financial restrictions against Russian President Vladimir Putin, Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov, Prime Minister Mikhail Mishustin and Interior Minister Vladimir Kolokoltsev. They took part in an open meeting of the Security Council on the recognition of the independence of the LPR and the DPR.

New Zealand has included more than 100 politicians and other citizens of Russia and Belarus in the “stop list” for entry into the country. It also included Putin, Mishustin, Lavrov, Shoigu, Kolokoltsev, Deputy Prime Minister Marat Khusnullin, Deputy Chairman of the Security Council Dmitry Medvedev, Head of the Presidential Administration Anton Vaino, representative of the Russian Foreign Ministry Maria Zakharova.

The first deputy head of the Presidential Administration Sergey Kiriyenko, Chairman of the Federation Council Valentina Matvienko, Deputy head of the Government Dmitry Grigorenko, Secretary of the Security Council Nikolai Patrushev, Director of the Foreign Intelligence Service Sergei Naryshkin, head of the Rosgvardiya Viktor Zolotov, Director of the FSB Alexander Bortnikov, Minister of Economic Development Maxim Reshetnikov will not be able to go to New Zealand.

The sanctions of the two countries also concern a number of Russian businessmen and have imposed import duties.

Belarus has suspended payments to residents of unfriendly countries

The decree was signed by Alexander Lukashenko. The document also obliges banks not to accept payment requests from such residents

Belarus has suspended payments to residents of unfriendly countries

Belarus has suspended payments to residents of unfriendly countries. The corresponding decree was signed by the President of the country Alexander Lukashenko, according to the website of the head of state.

“The document is aimed at protecting national business entities from debiting funds from their accounts according to the requirements of residents of foreign states who commit unfriendly actions against Belarusian legal entities or individuals,” the message says.

The decree suspends payments in favor of such residents, and also obliges banks and other financial organizations to refuse to accept payment claims.

Earlier, on March 17, Belarus, following Russia, allowed settlements on the national debt in the national currency to the countries that imposed sanctions against the republic. According to Lukashenka’s decree, the Ministry of Finance receives such a right if unfriendly countries impose restrictions that imply the actual freezing of investment projects implemented in Belarus, the suspension of their financing, and the deprivation of the possibility of making payments on public debt in foreign currency.

Due to the sanctions imposed, the decree on the temporary procedure for fulfilling obligations to foreign creditors from countries that have imposed restrictions was signed by Russian President Vladimir Putin on March 6. It applies to debt obligations (loans, loans, bonds) of Russia itself, its regions, municipalities, as well as residents of Russia (individuals and legal entities).

We are talking about payments over 10 million rubles per month (or their currency equivalent). According to the document, a Russian debtor who has foreign currency obligations to foreign creditors has the right to pay them in Russian rubles. On March 2, payments on Russian ruble securities, including federal loan bonds, in favor of foreign holders were frozen by the Bank of Russia.

On April 5, the government of Belarus announced the transition in gas payments to Russian rubles. This happened after Putin signed a decree on March 31 that unfriendly countries would have to pay for Russian gas in rubles. The list of unfriendly countries includes the USA, Canada, Ukraine, Great Britain, EU countries and others.

Belarusian leader Alexander Lukashenko has previously stated that Russia and Belarus are not just allies, but one whole in the economy and military sphere. Lukashenko noted that Belarus and Russia are so “embedded” in each other’s production systems that breaking these ties will lead to a catastrophe in the economy. He recalled that all these ties are called the Union State, which Belarus and Russia are trying to build.

The video was published by the Wargonzo project, a repost of the recording appeared in Turchak’s Telegram channel.

The footage shows how Pushilin removes the flag of Ukraine and sets up a Red banner, and Turchak hangs the flag of Russia on this building. The military, who were present at the installation of the flags, declared that “greater Russia is here forever”, and shouted “hurrah”.

Back on March 4, the Russian Defense Ministry reported that the People’s militia of the DPR occupied four settlements: Rozovka, Truzhenka, Znamenovka and Potbellied, and Russian troops occupied several settlements in the Zaporozhye region, including the city of Pologi.

Rozovka is the administrative center of the Rozovsky district bordering the Donetsk region and is located 54 km from Mariupol.

Military operations near Mariupol began shortly after the start of the military operation in Ukraine. The DPR forces blocked the city by February 28. In mid-March, the Russian Defense Ministry reported on the battles that are being fought in the center of Mariupol.

Khusnullin explained the cessation of the outflow of migrants by the strengthening of the ruble

According to the Deputy Prime Minister, a slight outflow of migrant workers was associated with the fall of the Russian currency, and now the situation has stabilized

Khusnullin explained the termination of the outflow of migrants by strengthening the ruble

Russian construction sites began to feel the outflow of migrant workers due to the situation with the dollar exchange rate, but with the strengthening of the ruble, the situation is stabilizing, Deputy Prime Minister Marat Khusnullin said, RIA Novosti reports.

“Yes, we are starting to feel a little bit [the outflow of migrant workers] so far, but not much. The fact is that when paying migrants, when converted into their currency, the dollar is taken into account <…>, therefore, when the dollar soared to 120– 130 rubles, respectively, when recalculated, they turned out that their incomes were 30–40% lower. So at some point it stopped them, and a small part left,” he said.

According to the Deputy Prime Minister, the situation has now stabilized, and migrant workers prefer to stay to work in Russia.

In early March, the ruble collapsed by almost 40%, more than 120 rubles per dollar. By the middle of the month, he began to recover gradually. So, at the opening of trading on April 7, the dollar was already worth 74.26 rubles (at least since February 10), and the euro fell to 80.84 rubles for the first time since October 2021. As experts interviewed by RBC noted, among the main reasons for the strengthening of the Russian currency are a decrease in imports, capital controls by the authorities, international restrictions on investment and forecasts that the current account surplus of the balance of payments in Russia will reach a new record in 2022.

At the end of March, Vedomosti, with reference to representatives of national diasporas, reported on the outflow of labor migrants from Russia. The interlocutors cited the fall in the ruble exchange rate and a decrease in the number of opportunities to send money home as the main reasons. According to Bahr Ismailov, a lawyer and a representative of the Uzbek diaspora in Moscow, beforelabor migrants used Western Union and transfers from Mastercard and Visa, but due to sanctions, these methods became unavailable. The number of construction projects and repair orders is also decreasing due to rising prices for building materials, and migrants are often employed in this area, said the creator of the project on the adaptation of migrant workers from Kyrgyzstan, “Bilim” Maksatbek Abdunazar.

According to the calculations of FinExpertiza, as of last autumn there were fewer young workers in Russia. The number of employees aged 20–29 years in Russia by September 2021 decreased by almost half a million people on an annual basis (minus 460.5 thousand). According to experts, the situation will worsen further: in the next decade, the most active age group will lose several million more people.

Lukashenko declared the impossibility of negotiations on Ukraine without Belarus

The President said that military operations are being conducted “behind the fence” of Belarus and seriously affect it, therefore, in his opinion, there can be no separate negotiations behind Minsk’s back

Lukashenko declared the impossibility of negotiations on Ukraine without Belarus

Alexander Lukashenko

There can be no negotiations on Ukraine without the participation of Belarus, Belarusian President Alexander Lukashenko said at a meeting of the Security Council (the video is published by the Telegram channel “Pool of the First”).

“There can be no negotiations without the participation of Belarus. Since you have involved us in this— first of all, Western countries,— there, at these negotiations, of course, the position of Belarus should be voiced,— the President of the republic said. The Foreign Ministry has been instructed to implement this position, which, according to Lukashenko, “contradicts the plan of the West.”

Video

The Head of State explained that Minsk does not proceed from the fact that it was placed in the same basket with Moscow, but from the fact that this war is going on behind the fence and seriously affects the situation in Belarus.

“Therefore, there can be no separate agreements behind the back of Belarus. And I am absolutely convinced and I know that Russia understands this position,” he said.

Lukashenko called on the “three Slavic peoples” to sit down at the negotiating table and agree, BelTA reports. “To agree on equal terms,” the President of Belarus stressed. He announced a meeting with Russian President Vladimir Putin in the near future.

US Senate approves bill on lend-lease program for Ukraine

The bill was submitted to the Senate even before the outbreak of hostilities in Ukraine. The document suggests expanding the possibilities for Biden to accelerate the provision of weapons to Kiev. Now it must be adopted by the House of Representatives

The US Senate approved the bill on the lend-lease program for Ukraine

The US Senate on Wednesday approved a bill that will allow Ukraine to supply weapons under the lend-lease program.

Lend-Lease is a program under which the United States leased or transferred military equipment and equipment to the Allies during World War II on a long-term loan. The lend-Lease Law was in effect from March 1941 to August 1945, materials totaling more than $50 billion were transferred to the allies of the United States, of which about $ 11 billion fell to the USSR.

A group of lawmakers from the Democratic and Republican parties submitted the document to the upper house at the end of January, even before the start of the Russian military operation in Ukraine, after reports appeared in the media about Moscow’s preparations for an invasion. The bill provides for granting the US President expanded powers to conclude agreements with the Ukrainian authorities on the supply of weapons “to protect the population of Ukraine from Russian military invasion and for other purposes”. The document will allow the head of state to bypass bureaucratic obstacles – this will speed up the delivery of weapons.

The extended powers of the American leader expire in the event of an end to the conflict (by conflict, the authors mean what is happening in relations between Moscow and Kiev after the annexation of Crimea to Russia in 2014) and a reduction in the number of Russian troops at the Ukrainian border until March 2021. The bill notes that cyberattacks carried out from Russia and aimed at critical infrastructure facilities in Ukraine will be classified as an armed attack.

Now the document must be approved by the House of Representatives. If this happens, the bill will be sent to the President for signature.

In mid-March, US President Joe Biden announced that Washington would supply $1 billion in military aid to Ukraine. The package includes 9 thousand anti-tank complexes, 800 air defense systems, drones and other weapons. President of Ukraine Volodymyr Zelensky has repeatedly asked the US administration to provide Kiev with additional weapons and equipment, including missiles and aircraft.

The United States announced its intention to deprive Russia of oil and gas export revenues

ButThe Merican authorities plan to get Berlin to close the Nord Stream-2, Moscow is already deprived of access to the technologies necessary to maintain gas and oil production, revenues from them have become key for Russia, Singh saidThe US has announced its intention to deprive Russia of oil and gas export revenues

Dalip Singh

Washington intends to deprive Russia of all revenues from gas and oil exports, and it is also planned to “destroy” Moscow’s status as a leading energy supplier, Deputy National Security Adviser Dalip Singh said on CNN.

He said that now revenues from oil and gas supplies are the main sources of profit for Russia. “We are working with Germany to close the Nord Stream-2 gas pipeline, we have cut off access to the necessary technologies for Russia, which it needs to maintain oil and gas production,” Singh explained.

He noted that depriving Russia of all income from energy exports would be the “next big step” after the embargo on oil and gas imports to the United States. Washington, according to Singh, is negotiating “with the rest of the world” to take similar measures. “It will take time, but eventually we will close any income from the export of Russian oil and gas,” says the deputy adviser to the US president on national security.

The United States is doing everything possible to reduce Europe’s need for Russian energy carriers and help NATO “strengthen the eastern flank”, Singh continued, Washington continues to provide assistance to Kiev. “The combination of all these actions gives us strategic leverage and hopefully will lead to a democratic solution.”..>crisis», — he added.

The US banned the import of Russian oil and gas about a month ago on March 8. This was announced by American President Joe Biden. He stressed that the embargo was approved by both parties of Congress – Democratic and Republican. He also added that the ban was introduced without expecting a similar measure from the European Union, since its member countries are more dependent on supplies from Russia. “We made this decision after consulting with the allies. We understand that many of our allies do not have the opportunity to join our steps,” the US president explained.

If all Western countries impose a ban on gas and oil supplies from Russia, this risks leading to a rapid rise in prices for these energy resources, according to the American Finance Minister Janet Yellen. “Globally, the effects of the crisis are increasing economic vulnerability in many countries that are already facing higher debt burdens and limited policy options as they recover from COVID,” she added.

If the European Union joins the US embargo on the supply of Russian oil, it will have a negative impact on the energy balance on the continent, as well as lead to changes in the global oil market, warned the representative of the President of Russia Dmitry Peskov. In his opinion, Washington in this case “will feel much better than the Europeans”, while European countries will have a hard time. “This is a decision that will hit everyone,” Peskov stressed.

He also noted at the end of March that “the outstanding applications” for the supply of Russian oil will be replaced by the countries of Southeast Asia. «[They] will be compensated by applications from that direction, the eastern direction,” the representative of the Russian president assured.

According to Russian Deputy Prime Minister Alexander Novak, if Western countries refuse to buy Russian oil, global oil prices may rise to $300. “Oil prices will be conditionally $300, and some say $500,” he added. Novak assessed the scenario of European countries abandoning Russian oil as unlikely.

Peskov said that Kiev’s Western weapons will not prevent Russia from achieving its goals

Paccording to Peskov, the weapons supplied by the West cause material damage, but this is not an obstacle to achieving the goals of the special operation in Ukraine

Peskov said that Kiev's Western weapons will not prevent Russia from achieving its goals

The supply of weapons by the West to Ukraine will not prevent Russia from achieving the goals of the special operation, Dmitry Peskov, the press secretary of the Russian president, said in an interview with the French TV channel LCI.

“Yes, there is resistance and material damage caused by the supply of this (Western.—RBC) weapons. But these weapons are not enough to stop our offensive, and they will not prevent us from achieving our goals,” Peskov said (quoted by RIA Novosti).

According to the press secretary of the president, Moscow is confident that it will be able to ensure Russia’s security. He recalled that for a possible ceasefire, the Kremlin expects Kiev to fulfill the conditions, first of all, regarding the neutral status of Ukraine.

“Kiev must also give consent to Crimea and two independent republics in the east. Their actual status is obvious,” Peskov added.

President of Ukraine Volodymyr Zelensky has repeatedly called on Western countries to send weapons to Ukraine. “Just give us the rockets. Give us the planes. You can’t give us an F-18 or an F-19 or whatever you have. Give us old Soviet planes. That’s all. Put them in my hands. Give me something with which I can protect my country,” Zelensky addressed the USA on April 2.

Washington announced in mid-March that Ukraine would receive 9,000 anti-tank complexes, 800 air defense systems, as well as drones and other weapons. Sweden announced at the end of March that it would additionally supply 5 thousand units of anti-tank weapons to Ukraine. The UK has promised to transfer 6 thousand anti-tank and high-explosive missiles, as well as to increase the supply of long-range artillery, ammunition and air defense systems.
