All the new heads have good managerial experience, political scientist Rostislav Turovsky noted in a conversation with RBC. According to him, some of the acting ones are directly affiliated with the Kremlin and its internal political bloc, which will provide them with “all possible assistance”. “There are still a lot of Varangians, but the practices of their promotion in the regions have long been worked out. At the same time, there is an example of a smooth transfer of power, as in the Saratov region,” Turovsky said.

According to the political scientist, against the background of the special operation and sanctions, the new heads may have a question about the formation of an image. By autumn, they will need to offer anti-crisis programs to the regions, taking into account the dynamically changing situation, the expert believes. “Apparently, this will be the image of a patriot and an anti-crisis manager in one person. And taking into account the problem field of each region,” Turovsky noted.

He added that appointments are held exactly at the time when it is possible to launch election campaigns and “promote new heads”. Therefore, there is a chance to keep direct elections of governors, the political scientist believes.

The United States does not see any prospects for successful negotiations around the situation in Ukraine in the near future, while the possibility remains for an escalation of the conflict. This was stated by the head of US National Intelligence, Avril Haines, speaking at a hearing in the Congressional Armed Services Committee, broadcast by C-SPAN.

“Given that both Russia and Ukraine believe that they can continue to achieve military successes, we do not see the possibility of viable progress through negotiations,” at least in the short term,” she said.

In addition, according to her assumption, over the next few months in Ukraine, a movement towards greater unpredictability and potential escalation is possible.

Since the end of February, the Russian and Ukrainian delegations have held several rounds of peace talks, both face-to-face and remotely. The greatest progress was achieved during the meeting in Istanbul on March 29, after which Russian forces were withdrawn from the Kiev and Chernihiv directions.

In the future, Germany will completely and permanently abandon energy carriers from Russia. This was stated by the head of German diplomacy Annalena Berbock at a joint conference with the head of the Ukrainian Foreign Ministry Dmitry Kuleba, FAZ reports.

“We are reducing our dependence on Russian energy carriers to zero with all the consequences. And it’s forever,” she said.

Berbok also stated that there can be no agreements with Russia behind Ukraine’s back. In addition, she promised Kiev support for EU accession, stressing that “no shortcut” is possible here.

Berbok became the first member of the German Cabinet of Ministers to visit Ukraine after the start of the Russian special operation on February 24. In mid-April, Bild newspaper reported that German President Frank-Walter Steinmeier also wanted to come to Kiev, but Ukrainian leader Vladimir Zelensky refused to accept him. German Chancellor Olaf Scholz called the refusal annoying. He also said that the position of the Ukrainian authorities in relation to Steinmeier hinders the Chancellor’s arrival in Kiev.
