The State Duma adopted in the third and final reading a bill on the creation of the All-Russian movement of children and youth. The plenary session of the Duma was broadcast on the chamber’s website.

The bill on the movement, which was originally planned to be called “Big Change”, was submitted to the State Duma on May 19, the day of the centenary of the pioneer movement. The explanatory note to the document stated that the law was developed to promote “the implementation of state policy in the interests of children and youth”, as well as “for the participation of [the state] in the upbringing of children, their professional orientation, leisure activities”.

In the second reading, the State Duma adopted several amendments to the bill and excluded the name of the organization from the document. According to the idea of the deputies, the participants of the movement should choose its name themselves at the congress in December.

According to the bill, the movement will be able to be subsidized from the federal budget, send funds to regional branches, and also receive movable and immovable property from the subjects of the Federation.

At the end of June, Norway refused to allow 20 tons of food for the Russian mining village of Barentsburg in the polar archipelago of Svalbard at the request of Russia. Norway reported that it complies with European sanctions, to which it has partially joined.

Russian cargo is usually brought to Svalbard from Murmansk to the city of Tromso by trucks through the only checkpoint “Sturskug” on the border of Russia and Norway. Cargo is delivered to the islands by the only cargo ship Bring, which regularly departs to Svalbard every ten days. About 500 people live in Barentsburg, including shift miners working at the coal mines of the Russian trust “Arktikugol”.

The Russian Foreign Ministry called the decision of the Norwegian authorities unacceptable, and the State Duma deputy from the Communist Party Mikhail Matveev at the plenary session proposed to denounce the agreement with Norway on the delimitation of maritime spaces and cooperation in the Barents Sea and the Arctic Ocean. He claimed that in 2010 Russia ceded 175 thousand square kilometers of the Barents Sea to Norway, which today prevents the delivery of goods to Svalbard. Chairman of the State Duma Vyacheslav Volodin agreed with his position and instructed the International Affairs Committee to study the proposal.

Vice-Speaker of the Federation Council Konstantin Kosachev refuted this thesis, referring to Article 56 of the Vienna Convention on the Law of International Treaties andother provisions of domestic and international documents. Евросоюз не планирует воевать с Россией, заявил верховный представитель ЕС по иностранным делам и политике безопасности Жозеп Боррель в интервью японской газете Yomiuri.

«ЕС не хочет войны с Россией, и экономические санкции играют центральную роль в его ответе на агрессию (военные действия на Украине.— РБК). Эти меры уже начали действовать и будут усиливаться в ближайшие месяцы»,— сказал дипломат.

По его словам, санкции против России уже влияют на военно-промышленный комплекс страны. Они ограничивают возможности производства таких ракет, как «Искандер» и «Х101», сказал Боррель. Он счел, что такие санкции имеют решающее значение в контексте военных действий на Украине.

Россия начала военную операцию на Украине 24 февраля. Киев ввел военное положение. Представители 141 страны в Генеральной ассамблее ООН осудили действия российских властей, потребовали прекратить огонь и вывести войска.

В ответ на действия России западные страны, в том числе члены Евросоюза, ввели беспрецедентные санкции против российских компаний, банков, Центробанка, чиновников, импорта и экспорта ряда товаров. В итогеРоссия заняла первое место в мире по числу введенных санкций. Кремль называл их незаконными и обвинял Запад в развязывании конфликта с помощью поставок оружия Украине.

На третий месяц военных действий Боррель призвал Евросоюз приложить большие усилия по самозащите и создать объединенные вооруженные силы. Позже он заявил, что Европа должна научиться использовать язык силы— уметь реагировать на угрозы, но необязательно с помощью военной техники.

В середине июня глава европейской дипломатии заявил, что сосуществование с Россией будет очень трудным после ее действий на Украине, однако Евросоюз должен продолжать говорить с российскими властями.

Глава российского МИДа Сергей Лавров тогда назвал заявления Борреля «из ряда вон выходящими» и указал на серьезный разворот в политике, который западные страны проводят с начала военных действий на Украине.

Позже министр обвинил ЕС и НАТО в том, что они формируют коалицию для войны с Россией. Он увидел в изменениях Евросоюза «агрессивную идеологическую подоплеку», прежде всего русофобскую.

Президент России Владимир Путин подчеркивал, что «санкционная одержимость» Евросоюза приведет к тяжелым последствиям для самих европейцев. Он говорил, что ЕС утратил политический суверенитет, а политики начали жить в отрыве от реальности. Путин предрекал организации деградацию и смену элит.
