Statements that non-serving Russians over the age of 30 will be sent to military training camps to obtain a military accounting specialty are not related to reality, the head of the State Duma Committee on Defense, Colonel-General Andrey Kartapolov, told RBC.
Earlier, the idea of sending such citizens, as well as those who are in reserve and do not have a military accounting specialty, to military training camps after changing the draft age was reported by deputy, member of the Defense Committee, Lieutenant General Viktor Sobolev. He explained that this was necessary so that such people would not become cannon fodder.
“These are the dreams of Viktor Ivanovich Sobolev, not connected with reality in any way,” Kartapolov commented.
To increase the age of conscription from 18 to 21 years, and the upper threshold to 30 years was proposed earlier by the head of the Ministry of Defense Sergei Shoigu. He believes that this will strengthen Russia’s security due to NATO’s desire to increase its military potential at the borders. President Vladimir Putin “conceptually supported” this idea.
Kartapolov, assessing the minister’s proposal, explained that the meaning of innovations is not to call “yesterday’s schoolboy”. “He is now turning 18, he has finished the 11th grade, and if he has not entered a higher educational institution, then welcome to the armed forces. And he is still an inexperienced young man, he has not seen anything in his life except dad and mom and school,” the deputy explained.— And in case of promotion to the age of 21, he will have 2.5–3 years after graduation. He will get some kind of profession, grow up, become independent. And after that, it will become more ready for the same service itself.

Viktor Bondarev, the head of the Federation Council Committee on Defense, also agreed with Kartapolov: “Of course, he needs to mature, get used to it and then join the army and legally serve the year that, according to the Constitution, he is entitled to.”
The transition to a new system of military age in Russia may begin already in the spring draft, the head of the Duma Committee on Defense admitted. The deputy explained that at first the draft can be carried out according to the “mixed type”, that is, people aged 18 to 30 years will fall under it. Switching tothe new system, he said, could take from a year to three years. At the same time, Kartapolov stressed that the final decision on the functioning of the new conscription system remains with the Ministry of Defense.
