Statements that non-serving Russians over the age of 30 will be sent to military training camps to obtain a military accounting specialty are not related to reality, the head of the State Duma Committee on Defense, Colonel-General Andrey Kartapolov, told RBC.

Earlier, the idea of sending such citizens, as well as those who are in reserve and do not have a military accounting specialty, to military training camps after changing the draft age was reported by deputy, member of the Defense Committee, Lieutenant General Viktor Sobolev. He explained that this was necessary so that such people would not become cannon fodder.

“These are the dreams of Viktor Ivanovich Sobolev, not connected with reality in any way,” Kartapolov commented.

To increase the age of conscription from 18 to 21 years, and the upper threshold to 30 years was proposed earlier by the head of the Ministry of Defense Sergei Shoigu. He believes that this will strengthen Russia’s security due to NATO’s desire to increase its military potential at the borders. President Vladimir Putin “conceptually supported” this idea.

Kartapolov, assessing the minister’s proposal, explained that the meaning of innovations is not to call “yesterday’s schoolboy”. “He is now turning 18, he has finished the 11th grade, and if he has not entered a higher educational institution, then welcome to the armed forces. And he is still an inexperienced young man, he has not seen anything in his life except dad and mom and school,” the deputy explained.— And in case of promotion to the age of 21, he will have 2.5–3 years after graduation. He will get some kind of profession, grow up, become independent. And after that, it will become more ready for the same service itself.

Viktor Bondarev, the head of the Federation Council Committee on Defense, also agreed with Kartapolov: “Of course, he needs to mature, get used to it and then join the army and legally serve the year that, according to the Constitution, he is entitled to.”

The transition to a new system of military age in Russia may begin already in the spring draft, the head of the Duma Committee on Defense admitted. The deputy explained that at first the draft can be carried out according to the “mixed type”, that is, people aged 18 to 30 years will fall under it. Switching tothe new system, he said, could take from a year to three years. At the same time, Kartapolov stressed that the final decision on the functioning of the new conscription system remains with the Ministry of Defense.

Putin gave instructions after complaints of the HRC on discrimination of Russians for

Putin instructed to consider criminal liability for discrimination of Russians abroad Putin instructed the State Duma, the IC and the Prosecutor General’s Office to study proposals on criminal liability for discrimination of Russians by the authorities of other countries. The idea was put forward by journalist Vyshinsky, who spent more than a year in jail in Ukraine

Putin gave instructions after the HRC complaints about discrimination of Russians for

Russian President Vladimir Putin has instructed the State Duma, the Prosecutor General’s Office and the Investigative Committee to consider proposals on criminal liability for calls for discrimination or discriminatory actions against Russians living abroad. This instruction was given following a meeting of the Presidential Council on Human Rights held in December, according to a statement on the Kremlin’s website.

The document also states that the agencies should also consider the proposals of the HRC on criminal liability and discrimination against compatriots living abroad, and, if necessary, ensure that appropriate changes are made to the legislation of the Russian Federation. Putin has set aside a deadline of May 1 for the elaboration and evaluation of these proposals.

The meeting of the Human Rights Council, which resulted in these instructions, was held on December 7, 2022. Among those who spoke there was a member of the council, journalist Kirill Vyshinsky, who now holds the position of director of the international news agency “Russia Today”. In his report to the President, he spoke about the problems faced by Russians abroad.

So, according to him, in the Polish Bialystok, the Russian organization of compatriots faced discrimination from the local mayor’s office. “They are expelling these people from the building only because they are Russians, but the city of Bialystok strongly objects to any activity promoting the state (and here the second is very important) and the people who are the aggressor. That is, the very wording “the people who are the aggressor” does not fit well in my head, but nevertheless these people allow themselves such things,” Vyshinsky noted.

Also, according to him, there was a massive information campaign in one of the districts of Stockholm that Russia was threatening, which, according to him, is being told, including to children in schools. “There are a lot of such stories, and this suggests a simple idea: Russophobia, as we see it in Europe today, has, in fact, become a political technology for fighting Russia and generally some kind of social mobilization of Europeans. And you know, it’svery seriously and strongly resembles the technologies used by Nazi Germany, anti-Semitism, which was also designed at one time to somehow rally the Germans in Hitler’s Germany,” Vyshinsky said. In this regard, he proposed to introduce into the Criminal Code “either additions to a certain article, or even introduce an article on Russophobia, to qualify this phenomenon in the legal field, to determine the measure of responsibility”.

Also, according to him, it is necessary to give a legal assessment of the fact that criminal cases are being initiated in Ukraine “against our citizens for their position”journalistic, public, legal”. He asked the President to instruct the Investigative Committee to analyze this practice of Ukrainian law enforcement agencies.

Kirill Vyshinsky was born in Dnepropetrovsk, worked on the Ukrainian TV channels ICTV and Channel 11. In 2006, he became a journalist for the program “Vesti” and his own correspondent for the channel “Russia” (later “Russia 1”) in Ukraine. In 2015, he headed RIA Novosti Ukraine.

In May 2018, he was arrested and sent to a pre-trial detention center, where he spent more than 400 days. He was accused of supporting the Donetsk and Lugansk People’s Republics, as well as treason. The maximum penalty under this article provides for up to 15 years in prison. Vyshinsky did not admit all the charges. During this time, the court extended the journalist’s preventive measure in the form of detention eight times.

In August 2019, he was released from custody under a personal obligation to appear at the request of law enforcement agencies. On September 7 of that year, he left Ukraine together with the Russians transferred to Moscow as part of the prisoner exchange.

The HRC will discuss with Parliament the introduction of the term “traitor” in the Criminal Code

Tschlen HRC Kabanov: the council will discuss with legislators the design of the term “traitor” in the Criminal Code The HRC will discuss the introduction of a special term in the Criminal Code to punish “betrayal in any form.” Prior to this, restrictions for such people are illegal and have no legal force, added a member of the Kabanov Council

The HRC will discuss with Parliament the introduction of the term

Kirill Kabanov

Russian politicians regularly call for restrictions to be imposed on “traitors”, but legal measures require the legal formalization of this term, members of the Human Rights Council (HRC) will discuss this with legislators and interested officials and departments. Kirill Kabanov, a member of the HRC, reported this in the telegram channel.

It is proposed to deprive “traitors” of awards, property and even citizenship, he recalled and supported the initiative to punish “betrayal in any form”. A member of the Human Rights Council suggested that appropriate amendments could be made to Article 275 of the Criminal Code on high treason.

“But before the adoption of legal norms regarding the topic under discussion, all morally justified claims against traitors and proposals to introduce any restrictions for them, unfortunately, cannot have any legal force. Moreover, it may be a violation of civil rights in the light of current legislation,” Kabanov added.

Kabanov has been a member of the HRC since 2008. In 1989, he graduated from the Higher Command School of Air Defense Radio Electronics, and in 1995 from the FSB Institute. After working in the secret service, he was a consultant at the PSC and headed the National Anti-Corruption Committee.

The head of the Federation Council Committee on Constitutional Legislation and state Construction, Andrei Klishas, said that he was ready for a dialogue with the HRC on all issues. “The fact that everything needs to be solved through the law — I fully agree»,— he wrote in his telegram channel.

In recent weeks, several politicians have proposed to impose restrictions against critics of the authorities who oppose the fighting in Ukraine, support Kiev or comment on the actions of the Russian military in a negative light.

State Duma Speaker Vyacheslav Volodin has repeatedly called traitors who left Russia because of the entry of Russian troops into Ukraine, in particular, in July and October, after the announcement of partial mobilization.

“The scoundrels who have left live comfortably thanks to our country. While abroad, they rent out real estate, continue to receive fees at the expense of Russian citizens. At the same time, they allow themselves to publicly pour dirt on Russia, insult our soldiers and officers,” Volodin wrote in January and suggested depriving people of property for such actions. According to him, such statements can be regarded as a call to extremism, rehabilitation of Nazism or discrediting of the armed forces. Then the introduction of such measures was allowed by the head of the Federation Council Committee on Constitutional Legislation and state Construction Andrey Klishas.

The Deputy Chairman of the Security Council, Dmitry Medvedev, called on everyone who wants to defeat Russia, who left the country, to qualify as “enemies of society” and “enemies of the state”. “The story after the tragedy is often repeated as a farce. More than a hundred years ago, our “non-systemic oppositionists” fiercely wished our Motherland defeat in the First World War,” he wrote. According to Medvedev, such Russians should also be permanently banned from returning to Russia. LaterThe former president proposed to deal “according to the special rules of wartime” with “traitors who have defected to the enemy and want to destroy their Fatherland”. Klishas then warned Medvedev that until the wartime orders are approved by the parliament and the president, only laws signed by the head of state are valid.

The Duma announced military training camps for non-serving Russians over 30

Deputat Sobolev: Russians over 30 years old will go to military training camps, the fees will be organized so that 30-year-old Russians do not become “cannon fodder”, but receive a military specialty, a lot of work is needed for this, said Lieutenant General

The Duma announced military training for non-serving Russians over 30

After the adoption of the law on raising the military age Russians over 30 years old who are in reserve will be sent to military training, this will affect citizens who have served and not served, he said URA.ru Member of the State Duma Defense Committee, Lieutenant General Viktor Sobolev.

“Those who are over 30 years old will be involved in training camps in order to get a military accounting specialty and not be cannon fodder. To do this, we need to do a lot, including we need to have a trained mobilization reserve,” he said.

If a Russian is in reserve and does not have any military specialty, Sobolev added, he will also be sent to military training.

To increase the age of conscription from 18 to 21 years, and the upper threshold to 30 years was proposed earlier by the head of the Ministry of Defense Sergei Shoigu. He believes that this will strengthen Russia’s security due to NATO’s desire to increase its military potential at the borders.

Shoigu proposed to carry out the transition to the new system in stages, his initiative was conceptually supported by President Vladimir Putin. The changes could come into force already from the spring draft, said the head of the State Duma Committee on Defense Andrey Kartapolov. Usually the spring draft begins on April 1 and ends on July 15. Every military enlistment officeit will be sorted out how many conscripts fall under the new requirements, and then it will be obliged to “bring these data into line with the military task,” the deputy explained. According to him, the upper threshold will be raised first, and the lower one will remain the same and will be called for some time “according to a mixed type”, that is, people aged 18 to 30 years.

Sobolev in early January proposed sending “all young people” to military training camps, pointing out that Russia lacks a “trained mobilization reserve to wage a large-scale war if NATO unleashes it.” According to the Lieutenant General, one out of ten served:”What kind of reserve will they make up?”Kartapolov did not agree with the idea of the deputy: “There is no need to drive all the youth through some military training today.”

The Kremlin is working on different scenarios for the presidential elections of 2024, the domestic political bloc assumes that President Vladimir Putin will be nominated for the post of head of state again, the vote will be held as planned, writes Kommersant with reference to sources.

“This year, for the first time, we will have to work with the electorate of the new four regions, which will also take part in the presidential elections. The adopted constitutions [of the LPR and DPR] provide for indirect elections of heads, which means that the issue of legitimacy is particularly acute there,” said one of the interlocutors of the newspaper.

It was in the configuration with Putin’s participation in the planned elections that the upcoming vote was discussed by the Kremlin with experts, the interlocutors of the publication added. One of the newspaper’s sources drew attention to the fact that regional elections will be held before the presidential campaign in September of this year – at least 20 subjects of the country will elect the heads by direct vote, and legislative assembly elections will be held in 16 more. According to him, such a schedule will allow testing the company’s meaningful ideas.

While the presidential elections are being prepared in advance, since there are no clear outlines of the ideological part so far, it is assumed that it will be formed on the basis of the theme of unity, writes Kommersant.

The next presidential elections are to be held on March 17, 2024. In December of this year, according to the plan, they will be officially appointed by the Federation Council, after which the election campaign will begin.

The Kremlin, in preparing for regional elections this year, will face the same special conditions as before the presidential campaign, one of the sources involved in preparing for a single voting day noted in an interview with Kommersant. Among such conditions, he listed the fighting in Ukraine, international sanctions, escalation inlong-distance relations. It will also be important to work on a new development plan, which is especially important for those regions whose economy and daily life have been closely connected with Western countries. “In addition, a new stratum has formed in society: people who have passed through their own, and their families, those who were directly affected by these events,” the source of the publication added.

Volodin proposed to introduce confiscation of property in the Criminal Code for discrediting

Inolodin proposed to introduce confiscation of property in the Criminal Code for extremism and discrediting the Armed Forces From Russia, “scoundrels have left” and some are “pouring dirt” on the country with impunity, damage from them can be compensated by confiscation of their property, the Duma speaker suggested. The discussion arose after an interview with actor Smolyaninov

Volodin proposed to introduce confiscation of property in the Criminal Code for discrediting

Vyacheslav Volodin

Some Russian citizens have recently considered it possible to insult the country, Russians, military personnel and openly support villains, Nazis and murderers, there are not enough existing tools to respond to such actions, State Duma Speaker Vyacheslav Volodin said in a telegram channel.

He believes that the scoundrels who have moved abroad continue to publicly pour dirt on Russia, while they still have real estate for rent in the country, and their fees consist of funds from Russian citizens. According to the speaker, this expresses their sense of impunity, since they are sure that Russian agencies will not get them, but their statements can be interpreted as calls for extremism, the rehabilitation of Nazism or the discrediting of armed forces.

“In this situation, it would be right to supplement the relevant articles of the Criminal Code with an item on the confiscation of property from scoundrels in the Russian Federation, which they have enough to compensate for the damage caused,” Volodin wrote.

In early January, outrage among the Russian authorities caused an interview with actor Artur Smolyaninov to the publication “Novaya Gazeta Europa” (blocked by Roskomnadzor). He said that he only feels hatred “for people on the other side of the front” and fought on the side of Ukraine in case of participation in hostilities. According to the actor, he protected some of his “brothers” from others.

The head of the Investigative Committee, Alexander Bystrokin, then instructed to open a criminal case against Smolyaninov, the Kremlin pointed out that “they don’t think anything good about his words” and stressed that the assessment of “our relevant departments” is more important. The criticism was made in the State Duma, including the deputy Yevgeny Popov proposed to cancel the Russian passports “conditional Smolyaninov”. In response, the Federation Council advised not to violate the rights of citizens.

“A Russian citizen with a cancelled passport remains a citizen of the country and has all the rights. There is no need to play with words and compete with Ukraine in ways of violating the rights of its own citizens,” wrote the head of the Committee on state Construction and constitutional legislation Andriy Klishas.

Poland has decided to seek the transfer of more than 14 Leopard tanks to Kiev

PPoland will seek to supply Kiev with more than 14 Leopard tanks Polish President Andrzej Duda announced the decision to deliver a “company of Leopard tanks” to Ukraine as part of the Western coalition. Kiev should get more of these tanks, says Polish Ambassador to Germany Dariusz Pawlowski

Poland has decided to seek the transfer of more than 14 Leopard tanks to Kiev

Ukraine should receive more than 14 German Leopard 2 tanks from a coalition of Western countries, Polish Ambassador to Germany Dariusz Pawlowski said in an interview with Funke.

“Poland will require the creation of larger military units that will be of military importance for the defense of Ukraine,” the ambassador said (quoted by Tagesschau).

On January 11, Polish President Andrzej Duda, after a meeting in Lviv with Ukrainian leader Vladimir Zelensky and his Lithuanian counterpart Gitanas Nauseda, announced that Warsaw would supply a company of Leopard tanks (14 units) to Ukraine as part of an international coalition. Kiev, however, expects that other countries will make the same decision. As highlightedZelensky, one country cannot provide as many combat vehicles as it takes for Ukraine to win. Prior to that, the Prime Minister of the Republic Mateusz Morawiecki said that the Polish side was going to create a “coalition of countries” for these purposes. After Duda’s statement, the British government confirmed for the first time that they plan to provide tanks to Kiev.

Deputy Chairman of the Russian Security Council Dmitry Medvedev, in response to Poland’s decision, warned that this “iron”, which will soon become “rusty scrap metal”, will not save “artificial” Ukraine.

Germany itself is in no hurry to supply Leopard to Ukraine, not wanting to act alone.

In Davos, where climate problems will be discussed, there is 40% less snow

Bloomberg: in Davos, where climate problems will be discussed, there is 40% less snow The amount of snow on the slopes of Davos, which accumulates over the winter, has decreased on average by more than 40% compared to 1971, when the first World Economic Forum was held there

There is 40% less snow in Davos, where climate problems will be discussed

Davos, a week before the World Economic Forum, faced a shortage of snow just when business representatives and world leaders decided to focus on issues related to climate change, among other things, Bloomberg reports.

Although Davos is located at an altitude of 1,560 meters above sea level, due to the warm winter this year there is little snow on the slopes. Satellite images show that over the past 40 years, the snow cover in summer has decreased by 10%. At the same time, the amount of snow that accumulates over the winter has decreased by an average of more than 40% compared to 1971, when the first World Economic Forum was held.

When the snow disappears, it is replaced by trees that absorb the sun’s heat. This causes even more warming, explained Sabine Rumpf, a professor at the University of Basel. “There should be snow in Switzerland in winter. It’s not just that you can’t ski as much as you want. The whole chain of biodiversity is changing, because trees are starting to think that it’s spring, and so are flies,” Gail Whiteman, a professor at the University of Exeter Business School, pointed out.

Climate change and melting glaciers have huge economic consequences, including wheat yields, which depend on the temperature at the poles, explained Whiteman. She said that in 2018, Israeli Prime Minister Benjamin Netanyahu, accompanied by his security service, walked past her and asked: “What are you doing here with this big Arctic tent? Do you sleep here?». The researcher invited him inside and told him about climate change in the Arctic, showing samples of ice cores – they serve as the main evidence of unprecedented warming in more than 800 thousand years.

Experts of the World Economic Forum in a report on global risks to the world called the main one the rise in the cost of living in the next two years. However, after that, the greatest threat will come from the failure of attempts to mitigate climate change. In particular, the risks will be associated with natural disasters, the reduction ofbiodiversity, large-scale forced migration. Experts noted that “since the beginning of 2023, the world is facing a number of risks that seem both completely new and eerily familiar.”

The White House said that secret documents got into Biden’s house by

ButWhite House official: we are sure that secret documents got into Biden’s house unintentionally, the investigation will show that those who got into President Biden’s house and the analytical center associated with it were “unintentionally lost,” the White House saidUS President Joe Biden and his administration are confident that secret documents got into his home and office “unintentionally”, said the White House lawyer, special adviser to the president Richard Sauber, reports Reuters.

Sauber noted that the White House is ready to cooperate in the investigation.

“We are confident that a thorough check will show that these documents were inadvertently lost, and the president and his lawyers acted promptly after discovering this error,” he said.

CBS News reported on January 10 that in November last year, the Penn Biden Center, an analytical center associated with US President Joe Biden, found secret documents. According to CNN, they related to the period of his work as vice president under the administration of Barack Obama in 2013–2016. Among the papers were American intelligence reports and briefing materials related to Ukraine, Iran and the UK. The American leader expressed surprise that they were found there.

Biden’s aides later found a second batch of classified documents, this time at his home in Delaware. The president himself publicly admitted that they were stored in a closed garage.

U.S. Attorney General Merrick Garland has appointed a special prosecutor to investigate the incident. He became Robert Hur, who previously served as deputy Attorney General, and in 2018 was appointed by the previous US President Donald Trump as the chief prosecutor of the state of Maryland (left office in 2021).

The Speaker of the US House of Representatives, Republican Kevin McCarthy, called on Congress to investigate the appearance of secret documents in the garage and office of President Joe Biden. He expressed dissatisfaction with the difference in the approach of the authorities to the same event – the discovery of secret documents from Biden and the former US president, Republican Donald Trump in August last year.

Then secret documents were found in Trump’s house in Florida. Among them were materials with intelligence about Iran and China. Trump claimed that these documents were declassified and that he himself intended to hand them over to the authorities. After a search of the residence, the ex-president accused FBI agents of stealing his three passports, one of which was expired. He called it an attack on a political opponent. The FBI suspected Trump of violating the espionage act, Politico wrote. The US House of Representatives called on the National Intelligence Service to check Trump for violations of this law.
