According to the interlocutor of the radio station, a meeting of EU foreign ministers will be held on Monday, January 23, at which they will try to put pressure on Budapest. The Hungarian veto is causing more and more indignation among diplomats, since it has no basis, but only favors Russia.

However, the source notes, Brussels has a backup plan— it has already been activated when Hungary blocked the allocation of a package of financial assistance to Kiev in the amount of €18 billion. Then the EU adopted a legal act that allowed us to provide assistance bypassing Hungary. As a result, Budapest conceded.

The European Peace Fund was established last year, it finances military and defense spending “with the aim of preventing conflicts, preserving peace and strengthening international security and stability”. The S-60 is a Soviet anti-aircraft artillery complex developed in the mid-1940s by the Research Institute-58. The prototype was presented in 1946, and in January 1950 the gun was adopted by the USSR.

ZAK weighing 4.8 tons is mounted on a four-wheeled chassis, has a caliber of 57 mm and is capable of shooting at 6km. The practical rate of fire of the C-60 is 70 rounds per minute. In total, more than 5 thousand such guns were produced, after the collapse of the USSR, Poland had more than 200 C-60s.

Military expert, senior researcher at the Center for Analysis of Strategies and Technologies Yuri Lyamin, in a conversation with RBC, noted that the S-60 is an old development, which at one time was considered a good weapon. “It was supplied to North Vietnam during the Vietnam War. But now it is, of course, catastrophically outdated,” he pointed out.

In his opinion, in Ukraine, the S-60 is likely to be used for shooting at drones or as a means of fire support. “In recent years, they have been used in Syria as a means of fire support: they were put on a truck and fired at enemy positions with direct fire. Their charge is quite powerful, but against modern aircraft it is a very outdated complex. The main problem is the old guidance systems, so it is difficult to hit high-speed and especially high-altitude targets. And their range is not very high,” Lyamin added.

In turn, Vasily Kashin, director of the HSE Center for Integrated European and International Studies, told RBC that the training of specialists to work with this system was stopped decades ago in all countries, including Russia. “For its intended purpose, the S-60 gun and its Chinese copies are used in some developing countries, and then on an ever smaller scale. As a means of air defense, they are practically not used. At the same time, in Ukraine, C-60 guns raised from stocks are widely used as a means of fire support, mounted on trucks,” the expert explained.

The Russian authorities claim that the West contributes to the prolongation of the conflict by supplying weapons. The Russian government has approved the regulation on state control over the activities of foreign agents, the document is posted on the official portal of legal information.

“The task of the state control is to prevent, detect and suppress violations of the requirements of the legislation on foreign agents. <..."State control is carried out by the Ministry of Justice of the Russian Federation and its territorial bodies," the document says.

According to the law, representatives of the Ministry of Justice will be able to:

  • attend events held by foreign agents;
  • request administrative documents from the management bodies of legal entities controlled by foreign agents;
  • request information from credit and financial organizations about the financial and economic activities of foreign agents;
  • study the documents of controlled persons available to the authorities, as well as analyze printed, audio-visual and other messages and materials posted by foreign agents;
  • issue mandatory for execution within a period of at least one month, prescriptions for the elimination of identified violations.

Scheduled inspections of controlled persons should be carried out no more than once a year, the plan itself must be approved by the Ministry of Justice no later than November 1. At the same time, the duration of a routine check should not exceed 20 days, and an unscheduled one should not exceed 50 days.

Controlled persons have the right to appeal against the actions of officials exercising state control. The complaint must be sent to the Ministry of Justice or its territorial body within three months after the decision of the state control body or the commission of an illegal action by an official. The complaint must be considered within 30 calendar days.

“And it does not occur to any of the poor to draw the following elementary conclusion from this: the loss of a nuclear power in a conventional war can provoke the outbreak of a nuclear war. The nuclear powers have not lost major conflicts on which their fate depends,” Medvedev said, adding that “it should be obvious” to anyone.
