Nuland named three areas for cooperation between the United States and Russia

ZUS Secretary of State Victoria Nuland is confident that the implementation of the agreements reached in Geneva between Putin and Biden depends on the Russian side. She also spoke about the importance of bringing Russian hackers to justice

Nuland named three areas for US-Russia cooperation

Victoria Nuland

US Deputy Secretary of State for Political Affairs Victoria Nuland called the constructive tone of the discussions between American and Russian Presidents Joe Biden and Vladimir Putin in Geneva. But the agreements reached at the summit of the two leaders have yet to be implemented, Nuland warned. “We have identified several areas for cooperation, and we will see how things will go in the future,” she said on June 17 at the international security conference Globsec Bratislava Forum 2021 (broadcast on the forum’s Twitter).

On June 16, the first talks between Vladimir Putin and Joe Biden took place at the Villa La Grange in Geneva. The summit lasted approximately four hours. The first part of the meeting was held in a narrow format-it was attended by the heads of state, Russian Foreign Minister Sergey Lavrov and US Secretary of State Anthony Blinken, and the second part was expanded. Nuland was a member of the American delegation and took part in the second part.

Following the talks, Putin and Biden adopted a joint statement on strategic arms control. “Today we reaffirm our commitment to the principle that there can be no winners in a nuclear war and it should never be unleashed,” the document says. The two countries intend to launch bilateral consultations on strategic stability and cybersecurity.

The first area for cooperation is strategic stability. The second is cybersecurity, in particular the fight against ransomware. The third area is humanitarian cooperation in regions such as Syria and Afghanistan. “This is [interaction in the field of cybersecurity andstrategic stability], as well as our ability to cooperate in the field of humanitarian support for Syria, Afghanistan, and so on, will be our first steps [towards straightening relations], ” the diplomat noted. The implementation of the agreements reached in Geneva “depends on Mr. Putin”, Nuland stressed.

At the meeting with Putin, Biden, in particular, called for criminal prosecution of Russians involved in hacking attacks on American organizations, Nuland said. She called the topic of cybersecurity important for America, complaining that many attacks are being carried out on the United States from the territory of Russia. Putin in Geneva called the United States the leaders in hacking attacks.

Among the issues that Biden and Putin raised in Geneva was the situation in Belarus, Nuland said. “President [Biden] has made it clear that we fundamentally disagree with Russia, and I don’t think any of the presidents have tried to argue that we approach this issue from different angles.”;Nuland stated. She noted that Biden expressed indignation to Putin about the landing of the Ryanair flight in Minsk and the detention of the opposition Belarusian journalist Roman Protasevich. “Like Europe, we have already imposed sanctions [against the Belarusian authorities]. Stay tuned for next week’s news, ” the diplomat added.

Russia also imposed sanctions on Victoria Nuland herself, which became known in 2019 when she tried to get a visa to Russia. In the Obama administration, Nuland oversaw, among other things, relations with Ukraine during the Euromaidan events in 2013 and 2014. During the presidency of Donald Trump, she headed the Center for a New American Security (CNAS), and after the victory of Joe Biden, she returned to work at the State Department.

Putin after meeting with Biden said about the ongoing arms race

The arms race is not Russia’s fault, but it is still going on, Putin is sure. In a statement following the talks in Geneva, the Presidents of Russia and the United States said that “there can be no winners in a nuclear war”. Putin after meeting with Biden said about the ongoing arms race

Vladimir Putin

There is an arms race in the world, although it was not initiated by Russia, President Vladimir Putin said. According to him, the issue of deterring the arms race refers to topics that are of “absolute priority and interest” for both Russia and the United States, RIA Novosti reports

We have also identified the areas or points where we can talk about a possible future convergence of positions. There are things that are of absolute priority and interest to both us and the United States… This is a problem of deterring the arms race, which, unfortunately, is not actually on our initiative, it is going on covertly or openly, ” the president said during a meeting with graduates of the fourth stream of the program for the development of the personnel management reserve of the Higher School of Public Administration.

Following the talks in Geneva, Putin and Biden signed a joint statement confirming the commitment of Russia and the United States to strategic arms control. The document states that “there can be no winners in a nuclear war”, so the countries intend to launch a bilateral dialogue on this issue.

Moscow has repeatedly and at various levels spoken out about the danger of an arms race, and discussions on this topic have become particularly acute in connection with the termination of the Treaty on the Elimination of Short-and Medium-Range Missiles (INF) in 2019.

Then Putin, in an interview with Al Arabiya, Sky New Arabia and RT Arabic TV channels, expressed hope that the arms race would not lead to a new cold war, but assured that Russia would be affected to the least extent.

“I didn’t want to be in the [Cold War]. In any case, Russia will be the least affected by this, because, as I have already said, we have promising types of weapons, absolutely exclusive, which no one in the world has yet, ” Putin said at the time. He added that Russia is in seventh place in defense spending, behind the United States, Saudi Arabia, China, Great Britain, France, and Japan, and has weapons that other countries do not have. At the same time, the president noted that Russia will not be drawn into exorbitant budget expenditures.

Putin agreed then, we can talk “one way or another about a certain arms race”. “This is already an established fact. Unfortunately, this is the case, ” he added.

Immediately after the withdrawal from the INF Treaty, the then Deputy Press Secretary of the White House, Hogan Gidley, said that the United States was not afraid of a new arms race because of the withdrawal from the treaty. A White House official then referred to President Donald Trump’s “good relationship” with Russian leader Vladimir Putin.

NATO Secretary General Jens Stoltenberg said that the collapse of the INF Treaty is an additional factor for increasing the spending of the alliance countries on defense. According to him, NATO has already begun deploying its forces in Europe in response to the termination of the treaty. At the same time, Stoltenberg noted that the United States wants to avoid a new arms race and seeks to restore relations with Russia.

The US has revealed a list of sectors unacceptable for cyber attacks

Vladimir Putin and Joe Biden

The list of sectors of the American economy that Joe Biden handed over to Vladimir Putin, which the US authorities consider unacceptable, includes 16 industries. This is reported by the press service of the State Department.

“Among other things, it includes the chemical sector, communications, critical manufacturing, dams, the military-industrial complex, emergency services, the energy sector, the financial services sector, the food industry and agriculture,” a representative of the foreign ministry said at a briefing.

According to him, Washington believes that critical sectors for the country should not be attacked by cybercriminals, regardless of whether they are supported by the state or act independently.

The representative of the State Department noted that Russia and the United States will soon gather their cybersecurity experts to discuss cooperation in this area. He also stressed that Biden made it clear during his conversation with Putin that if our interests were threatened, he would act very decisively.

Both sides said before the meeting that cybersecurity will be one of the key topics of the Putin-Biden summit. Following the meeting, the American president said that he had handed over to his Russian counterpart a list of industries prohibited for cyber attacks.

The US accuses Russia of several cyber attacks in recent months: a long-running attack on US federal agencies, hacking Microsoft through the software company Solar Wind, recent hacker attacks on the pipeline networks of the country’s largest operator Colonial Pipeline and meat processing company JBS S. A. Moscow denies involvement in crimes

The Putin-Biden summit was held at Villa La Grange in Geneva on June 16. The meeting lasted about four hours, and for almost two hours the leaders held talks only in the presence of the foreign ministers. Following the summit, a joint statement on strategic stability was adopted.

Moscow and Washington agreed on the return of their ambassadors and start working on removing obstacles to the activities of diplomatic missions. At a press conference following the meeting, Putin said that the relations between the two countries had accumulated a lot of blockages, but at the same time drew attention to the mood to find solutions to problems. In general, the Russian president did not see any hostility during the negotiations.

Biden also praised the atmosphere of the meeting as good and positive. According to him, even the divergent points of view on some issues were clearly expressed by both sides, in a normal diplomatic tone. The success of the summit, according to the host of the White House, can be assessed in about six months, when it becomes clear whether the agreements reached during the negotiations have been implemented.

The St. Petersburg opposition MP Maxim Reznik was searched

According to his aides, the investigative actions are connected with the case of drugs that were found in the deputy’s relative

St. Petersburg opposition MP Maxim Reznik was searched

Maxim Reznik

The apartment of the mother and the dacha of the deputy of the Legislative Assembly of St. Petersburg Maxim Reznik (a member of the Party of Growth) were searched. This is reported on his Twitter.

It also states that after the investigation, Reznik was taken away for questioning.

“We have not yet commented on this,” we have responded to the corresponding request from RBC in the GSU of the TFR in St. Petersburg. RBC sent a request to the “Party of Growth” in St. Petersburg.

The publication “Fontanka” with reference to the assistants of Reznik reports that the searches in the country house of the deputy were held in the case of drugs. It is connected with a relative of Reznik Ivan Dorofeev, in whose apartment cans of chewing gum with narcotic substances were found.

Earlier, the deputy was already questioned about this. According to the investigation, it was Reznik who brought the cans to Dorofeev, and therefore they found out from him where he bought them.

In early March, the situation around Resnik was discussed in the Legislative Assembly of the city. Its speaker, Vyacheslav Makarov, at the same time said that “no iron can smooth out a crumpled reputation”, and urged “not to shy away from dubious places”.

Reznik has been a member of the Legislative Assembly of St. Petersburg for about ten years. Initially, he represented the Yabloko party in it, while being the head of its regional branch. In 2012, however, he had a conflict with his associates, which led to the exclusion of Resnick from the “Apple”. In 2016, he was elected on the list of the “Party of Growth”.

In March of this year, Reznik participated in the forum “United Democrats” in the capital’s hotel “Izmailovo”, which ended with the detention of about 200 people. They were accused of trying to hold a public event in violation of the established sanitary and epidemiological requirements that apply in the capital due to the spread of the coronavirus.

The Kremlin called the conditions for the transfer of Navalny to the United States

Moscow will hand over the opposition leader to Washington if it turns out that he has American citizenship or a connection with the special services, Peskov said. According to him, the conversation about Navalny took place between Putin and Biden “in a routine manner”

The Kremlin called the conditions for the transfer of Navalny to the United States

Alexey Navalny

Russia will be able to transfer to the United States the opposition leader Alexei Navalny, who is serving a sentence in the case of “Yves Rocher”, only if it turns out that he has American citizenship and works for the special services. This was stated by the press secretary of the Russian president Dmitry Peskov on the air of “Echo of Moscow”.

“If suddenly it is confirmed by the Americans officially that he is a citizen of the United States and works for the special services. There is no other way, ” Peskov said.

Peskov noted that the question of Navalny was raised during a conversation in a narrow format at yesterday’s summit of Vladimir Putin and Joe Biden in Geneva. “The conversation about Navalny took place in a routine manner. The topic was really raised, it was indicated by the US president. And there was a response from the President of Russia. And, as you understand, the verbatim narrow composition is never retold, ” the press secretary added.

He also noted that during the meeting, the possibility of issuing or exchanging Navalny to the United States was not discussed. At the same time, the presidents discussed the exchange of prisoners.

“Naturally, no one was engaged in checking the lists, the presidents usually conduct framework conversations, conceptual ones. But this topic was touched upon, this topic does not like publicity and should be worked out in silence, ” Peskov stressed.

In October last year, Peskov, commenting on the statement of the Speaker of the State Duma Vyacheslav Volodin that everything that happened to Navalny was orchestrated by the special services of Western countries, said that such information really exists. “I can even say specifically that the specialists of the Central Intelligence Agency (CIA) of the United States of America are working with him these days,” the presidential press secretary said.

Navalny called these words “ridiculous accusations” and called on the authorities in prime-time television to present evidence of his cooperation with the US special services, if any.

In November, Navalny filed a lawsuit against Peskov for the protection of honor and dignity. The opposition leader considered that the press secretary of the president distributes untrue information about his work with CIA specialists. The court did not consider the claim and returned it to the applicant due to errors. In March 2021, Navalny again filed a similar lawsuit, and in May it was accepted for production.

Peskov said that the Kremlin never comments on court cases, so he will not express his opinion, even if the situation concerns him.

On February 2, Navalny was replaced with a suspended sentence by a real one in the case of Yves Rocher, the Federal Penitentiary Service considered that the opposition leader violated the conditions of serving his sentence while he was undergoing treatment and rehabilitation in Germany after being poisoned in August last year.

Sofya Sapieha’s father recorded an appeal to Lukashenko “as a father to a father»

«Sofia was in the wrong place and with the wrong person, ” says the father of the girl, who was detained together with Roman Protasevich. He asked the governor of Primorsky Krai to help with the organization of his personal meeting with Lukashenko

The father of the Russian woman Sofia Sapegi, who was arrested in Belarus, Andrei Sapegaz, wrote a video message to Alexander Lukashenko, it is published by the PrimaMedia agency. He asks the President of Belarus for a personal meeting and asks to pardon his daughter.

“Alexander Grigoryevich, I ask you for mercy. Enough of the brutality, the world has been full of it lately. Any sane person understands that Sophia was in the wrong place and with the wrong person. Before meeting Roman Protasevichemona was an ordinary girl. During the protests in Minsk, she was in Lithuania, and if there was anything she did during that period, it’s definitely a love story, not a belief story, ” he says.

Andrei Sapega admits that his daughter “helped” Roman Protasevich, the ex-editor-in-chief of Nexta, but promises that he will check that she will no longer do this.

Sofya Sapieha's father recorded an appeal to Lukashenko

“Alexander Grigoryevich, as the father of the father, I ask for a personal meeting and I am ready to give all the necessary guarantees that my daughter will no longer be involved in illegal actions. In this appeal, I ask the governor of the Primorsky Territory to help organize a personal meeting with President Lukashenko, perhaps I will be able to convince him to pardon my daughter, do not break her fate, she is just a little girl who is just starting to live, ” said Andrei Sapega.

On June 11, the governor of Primorye, Oleg Kozhemyako, announced that he had invited Lukashenko to visit the region again (Lukashenko came to the Russian Far East in March). “We gave an invitation, and Alexander Grigorievich responded positively. But the president always has time, let’s say, a difficult question. But since he answered positively, and he is a man of his word, we hope that he will appear here at a convenient time for him, ” he said on June 11 (quoted by Interfax).

RBC asked the press secretary of the Governor of Primorsky Krai for a comment.

The plane of the Irish low-cost airline Ryanair, which was flying from Athens to Vilnius, was forced to land in Minsk on May 23 due to a report of explosives on board received from Belarusian dispatchers. On board with other passengers was Roman Protasevich, a blogger and journalist, ex-editor-in-chief of the Telegram channel Nexta, and his girlfriend Sofia Sapega. The Belarusian authorities accuse Protasevich of extremism because of his participation in the coverage of the protests that took place in the country.

Sapieha was taken off the flight along with Protasevich and taken to the Minsk pre-trial detention center. For several days, lawyers and Russian diplomats could not get to her. Soon, the Belarusian security forces published a video in which Sapieha said that she administers the Telegram channel “The Black Book of Belarus”, where personal data of employees of the internal affairs bodies is published. According to her mother Anna Dudich, SapiehaIn August 2020, she left Belarus for Lithuania and was not in the country during the protests. She was charged under Part 1 of Article 130 of the Criminal Code of Belarus (inciting social hostility and discord).

Lukashenko stated about the “unyielding” investigation of the case of the detained Russian woman. “The investigation of both persons will take place in Belarus. This is inflexible. I told the President of Russia about this, ” he said.

Biden said about Russia’s unwillingness to look like ” The Upper Volta with missiles

Russia desperately wants to remain a world power, the American president believes. At the same time, the country is “in a very, very difficult situation,” Biden said Biden says Russia doesn't want to look like a Top Volta with missiles

Russia is in a difficult position, but it does not want to look like an “Upper Volta” with nuclear weapons, US President Joe Biden told reporters at the plane ramp before flying from Geneva to Washington after bilateral talks with Russian President Vladimir Putin.

“Russia is in a very, very difficult situation. They are under pressure from China. They desperately want to remain a world power, ” Biden said when asked how he could be sure that Moscow would keep its promises (quoted by TASS).

“And they desperately don’t want to be known, as one critic put it, as the Top Volta with nuclear missiles,” Biden continued, noting that, ” as he has learned, it is important for every world leader how he looks on the international stage.”

Upper Volta, until August 1984, was the name of a state in West Africa, Burkina Faso. The exact origin of the phrase “Upper Volta with missiles” is unknown, but since the 1980s, this definition has often been applied to the USSR. The invention of the phrase was attributed to German Chancellor Helmut Schmidt in 1974 and 1982, as well as to British Prime Minister Margaret Thatcher in 1979 and 1990.

The meeting between Putin and Biden took place on June 16 in Geneva. It started at about 14: 30 Moscow time and lasted about four hours. Following the summit, the parties agreed to return the ambassadors to Moscow and Washington. Putin said after the meeting that relations between the two countries had accumulated “a lot of blockages”, but there was no hostility at the talks.

Biden called the atmosphere of the summit “good and positive”, noting that there are genuine prospects for improving relations between Russia and the United States. If the presidents agree on anything, it will be possible to judge in six months, when it becomes clear whether the parties have made decisions or not, Biden said.

The State Duma approved the idea to allow Roskomnadzor to receive data from subscribers

Pthe redo-tax came at the last moment and was an unpleasant surprise for the operators. The State Duma adopted in the second reading amendments to the law “On Communications”, which will provide Roskomnadzor with access to information about subscribers, which previously was only available to law enforcement agencies. According to the operators, the project was not discussed with them

The State Duma approved the idea to allow Roskomnadzor to receive subscriber data

The State Duma approved in the second reading amendments to the law “On Communications” concerning domestic socially significant sites. But by the second reading, the bill has changed significantly and suddenly there are rules that Roskomnadzor proposed in March to combat gray SIM cards (although then these initiatives did not receive support).

So, according to the bill adopted in the second reading, telecom operators will be required to provide Roskomnadzor with information about subscribers and users connected to corporate tariffs, about the equipment they use, about the location of the base station to which their phone was connected, about the facts of receiving and transmitting voice information, messages, sounds, videos with the date and time of their transmission or receipt.

As the representative of Roskomnadzor previously explained to RBC, with the help of this information, the agency planned to fight against gray SIM cards, which are issued to legal entities and individual entrepreneurs, are distributed free of charge and are used in fraud schemes.

However, the proposal was criticized by market participants at the time, pointing out that Roskomnadzor would receive data on subscribers to which only the operators themselves or law enforcement agencies now have access, and some of the requested information may be related to “communication secrecy”. The Ministry of Economic Development also gave a negative opinion on the project, considering that the implementation of the initiative will lead or contribute to the introduction of excessive restrictions and obligations for market participants, and may also cause unjustified costs for industry representatives.

What else was approved in the second reading

  • The document adopted in the second reading specifies which sites can be included in the list of socially significant ones. These are official resources of state bodies, state extra-budgetary funds, portals of public services, as well as “other sites” determined by the government commission (in the first version of the document, it was only indicated that the list would be established by the government). In April 2020, the Ministry of Finance began an experiment with the “Accessible Internet”, in which it approved a list of 391 resources, in addition to the sites of state agencies in itsocial networks, search and help systems, e-mail and messengers, weather and map services, mass media and other services were hit. These resources were supposed to create lightweight versions of their sites without video content. However, “Kommersant” reported that the authorities intend to oblige operators to give free access to the video content of “VKontakte” and “Odnoklassniki”, as well as to the sites of TV channels of the first and second multiplexes. Representatives of the operators criticized the creation of too wide a list of sites.
  • There is a provision against the so-called number substitution, when the caller disguises the call as another subscriber. The telecom operator must transmit the number to the network of another operator in an unchanged form and will have to stop passing traffic if there is no information about the number or the call comes from abroad, but the Russian number is specified. During the SPIEF, the co-author of the amendments, the head of the Information Policy Committee, Alexander Khinshtein, said that this rule should “radically change the approach in the fight against so-called substitution numbers”.
  • An exception has been introduced for market players to connect to “technical means of countering threats”. According to the so-called law on the sovereign Runet, all operators in the country must be connected to these funds, with the help of which Roskomnadzor can counteract threats to the work of the Runet from outside, as well as restrict access to sites from the list of prohibited ones. Recently, the agency also began using this equipment as a tool to influence foreign companies, forcing Twitter to delete information banned in Russia, slowing down the speed of access to the service. Acceptedthe amendments allow not to supply this equipment to those operators whose data transfer rate for users is less than 10 Gbit/s. As Hinstein explained to Interfax, there are currently much more nodes with low bandwidth than nodes with large capacity, but their total traffic does not exceed 5% of the total. Installing the equipment of the “sovereign” Runet on each of them is economically impractical, the norm will mainly affect small telecom operators, for them there will be a procedure for passing traffic through the equipment installed on the networks of larger players.
  • The bill contains an amendment on the requirements for operators and owners of communication lines crossing the state border. They must belong to Russian legal entities and send information about themselves to a special register that will be maintained by Roskomnadzor. Operators and owners of communication lines and traffic exchange points will not have the right to connect communication lines that do notincluded in the register, it follows from the document. Konstantin Ankilov, General Director of TMT Consulting, found it difficult to say which of the owners of communication lines crossing the Russian border will fall under the new requirement. As a rule, the existing networks belong either to the largest domestic telecom operators, or to Russian legal entities of European operators like Telia or Orange.

What market participants say about the bill

Several market participants immediately noticed that the amendments were made at the last moment. Initially, when introduced in the lower house of Parliament in December 2020, this bill took up only two pages and concerned only the installation of free access to Russian socially significant sites. According to the website of the State Duma, the version for the second reading was published only at 20: 30 on June 15, and adopted the next day. The new version of the document has significantly increased and now occupies 18 pages.

“The draft law at the second reading stage includes provisions that did not correspond to the original concept. For most of the projects, the norms were either not discussed or were not supported by the industry during the discussion, ” said a source of RBC in one of the telecom operators. According to him, the regulations on the regulation of the “sovereign” Runet, the fight against the substitution of numbers, the list of information aboutsubscribers transmitted to the Roskomnadzor information system. “It is already obvious that the legislation is forming multidirectional trends to regulate the provision to various authorities of a number of information, including the location of the subscriber and the facts of the call, which are sensitive from the point of view of protecting the secrecy of communication and personal life,” says the interlocutor of RBC in another major operator.

According to another source of RBC in the telecommunications market, the position of operators is partially taken into account only in the topic of accessible Internet for citizens. “For example, that it should be state and regional resources, not commercial organizations. For the rest of the topics, there were only initial discussions, the final options were not discussed, ” he said.

Representative of VimpelCom (Beeline brand);) he said that the company “needs time for a more detailed analysis of the text of the bill adopted in the second reading”. “We see that its regulation now covers not only the implementation of the accessible Internet. All of them, unlike the norms that appeared before the second reading, were previously discussed at various venues, ” he noted.

Representatives of MTS, Rostelecom and MegaFon declined to comment officially.

Alexander Khinshtein told RBC that the provisions of the bill concerning the fight against gray SIM cards are of a clarifying, technical nature and do not affect the interests of the business community. According to him, these provisions were not discussed with the operators before, “because they relate to the sphere of state security”.

The deputy explained the requirement for the owners of communication lines crossing the border and communication nodes on the territory of the country that they are Russian legal entities by the fact that these objects are “critical from the point of view of the functioning of Russian networks and ensuring connectivity with the global Internet”. & laquo; On the owners of these objects, including, requirements are imposed for the implementation of the instructions of the Center for Monitoring and Managing Public Communication Networks in the event of threats to the integrity, stability and security of the functioning of communication networks. The norm is aimed at eliminating the risks of non-compliance with instructions and external influence on the processes of countering threats, ” Khinshtein said.
