Власти Белоруссии обсуждают возможность привлечения кредита на сумму до $3 млрд частично или полностью из средств Евразийского фонда стабилизации и развития (ЕФСР), рассказали РБК два источника в белорусском правительстве, по словам которых этот вопрос стал одной из тем переговоров с Россией. В ЕФСРподтвердили РБК, что фонд проводит предварительные консультации с Белоруссией, но «говорить о сумме кредита и конкретных сроках его предоставления пока преждевременно».

«В настоящее время представители ЕФСР проводят предварительные консультации с властями Республики Беларусь по наполнению программной матрицы мер, которые могут быть поддержаны в рамках потенциального финансового кредита ЕФСР в среднесрочной перспективе», — уточнили в фонде.

Пока вопрос выделения средств не согласован российской стороной, по данным которойу фонда отсутствует возможность предоставить всю запрашиваемую сумму, отметил собеседник РБК в белорусском правительстве. Эту позицию подтвердил РБК источник и в российском кабмине.

В настоящее время лимит ЕФСР на предоставление кредитных ресурсов Белоруссии составляет около $1,98 млрд, и он полностью исчерпан. Поэтому осенью 2020 года предоставление нового кредита ЕФСР Минску на $500 млн потребовало перераспределения данной суммы из лимита России в пользу Белоруссии, о чем было принято соответствующее решение Совета ЕФСР. Лимит России составляет около $3,5 млрд, то есть возможное дальнейшее кредитование Белоруссии потребовалобы вновь задействовать российский лимит в фонде.

Почему Белоруссия ведет переговоры о кредитах

После событий августа прошлого года, связанных с акциями протеста в Белоруссиии последовавшими после этого международными санкциями, ЕФСР уже выдавал Белоруссии кредит в $500 млн.

«Кредит был предоставлен с минимальной обусловленностью, которая сводилась к наличию у страны плана мероприятий по противодействию пандемии, а также обязательств по проведению сбалансированной макроэкономической политики»,— заявили РБК в пресс-службе фонда. Эти $500 млн были частью пакета финансовой поддержки Белоруссии, основная часть которого выделялась напрямую— Россия выделила Белоруссии $1 млрд двумя траншами в 2020 и 2021 годах.

Вопрос выделения Минску нового кредита поднимался в том числе на последней встрече Александра Лукашенко и Владимира Путина 13 июля, рассказал РБК источник в белорусском правительстве.

Одним из поводов для той встречи стало письмо Лукашенко российскому президенту, «касающееся экономики и финансов», а также противодействия санкционной политике Запада, рассказывала пресс-секретарь белорусского президента Наталья Эйсмонт. Лукашенко во время большой пресс-конференции 9 августа сказал РБК, что в письме к Путину не было «заоблачных» просьб— отсрочка выплаты по долгу, около $1 млрд, а также выделение дополнительных средств на борьбу с пандемией коронавирусной инфекции через Евразийский банк развития взамен не поступившего в Минск кредита МВФ на эти цели.

МВФ в итоге выделил Белоруссии около $1 млрд в виде специальных прав заимствования (SDR), но источник РБК в белорусском правительстве отметил, что Минск обсуждает привлечение и дополнительных $3 млрд.

One of the polling stations will be in the Kuryanovo microdistrict, where about a thousand voters live. Mobile polling stations will also be located in the cities of Vichuga and Shuya of the Ivanovo region. The chairman of the CEC of Mari El, Irina Tatarinova, said that in several localities the voting will be held in gazebos and at the covered porches of rural houses of culture. In those villages where there are no gazebos, the voting will be held in tents, she noted. The distance of such settlements is from three to 23 km.

Sobyanin added that for motorcycles, the “progressive” penalty will start with 50 hp, for trucks with 250 hp.
