During their stay in Shusha, the presidents signed several interstate agreements, including the Shusha Declaration on Allied Relations.

In addition, Erdogan announced that Turkey plans to open a consulate general in Shusha.

In May 2021, Aliyev officially declared Shusha (the Armenians call it Shushi) the cultural capital of the country. The order signed by him stated that the decision was made to “restore the historical appearance of the city of Shusha, return it to its former glory and resume the traditional meaningful cultural life”. It is also planned to position the city on the world stage as a “bright pearl of the centuries-old rich culture of Azerbaijan”.

The document spoke about the “exceptional spiritual value for the Azerbaijani people” of the city of Shusha and that they should be treated “with special care and sensitivity”.

Large-scale military operations in Nagorno-Karabakh began on September 27, 2020. They ended on November 10, when, with the mediation of Russia, Armenian Prime Minister Nikol Pashinyan and the President of Azerbaijan announced the cessation of hostilities. Under the terms of the agreement,Azerbaijan received Shusha and a number of other territories in Nagorno-Karabakh, which were lost in the early 1990s.

On the second day after the start of the conflict, Erdogan announced that Turkey will continue to support Azerbaijan in the conflict. He said then that peace and tranquility will return to the region only after Armenia leaves the occupied Azerbaijani territories. The Turkish President also accused the OSCE Minsk Group, co-chaired by Russia, the United States and France, of ” failing to resolve the issue [of the Nagorno-Karabakh conflict] in 30 years.”

Yerevan has repeatedly stated Turkey’s direct intervention in the Karabakh conflict. The representative of the Armenian Defense Ministry, Artsrun Hovhannisyan, spoke about the fate of mercenaries in the battles on the side of Azerbaijan. In addition, Egypt, Saudi Arabia, Libya, Syria, Iraq, Yemen, the United Arab Emirates, Azerbaijan, Armenia, Georgia, Greece and Cyprus may be under the influence of Turkey.The first deputy chairman of the Federation Council Committee on International Affairs, Vladimir Dzhabarov, said at the time that the Russian authorities do not take this information seriously.”It seems to me that such information is deliberately planted to see the reaction.
