The Ministry of Justice of Russia has included the Ukrainian “Crimean Human Rights Group” in the register of undesirable organizations.
“The organization is included in the list in accordance with Parts 1, 4 and 7 of Article 3.1 of the Federal Law “On Measures of Influence on Persons Involved in Violations of Fundamental Human Rights and Freedoms, rights and freedoms of citizens of the Russian Federation” on the basis of the decision of the First Deputy Prosecutor General of May 4, 2022», — the ministry said in a statement.
The website of the Crimean Human Rights Group says that it is engaged in monitoring and documenting human rights violations and war crimes in Crimea.
The non-governmental group was also included in the register under the names in Ukrainian and English: “Hromadska organizacia”Krimska pravozakhisna group”and “Crimean Human Right”.
The fact that the organization was recognized as undesirable in Russia became known on May 6. The Prosecutor General’s Office considered that the organization poses a threat to the constitutional order and security of the Russian Federation.
In addition to the Crimean Human Rights Group, 54 structures appear on the list of foreign and international non-governmental organizations recognized as undesirable.

In early April, the State Duma commission to investigate outside interference proposed recognizing 14 foreign non-governmental organizations as undesirable. Among them are the Royal Institute of International Relations Chatham House (Great Britain), the Stefan Batory Foundation (Poland), the Foundation named after Kazimierz Pulaski (Poland), Oak Foundation (offices in the USA, Great Britain, Switzerland, Denmark and India), Foundation named after Heinrich Bell (Germany), Dekabristen e.V. (Germany).
The head of the commission, Vasily Piskarev, claimed that they “work to the detriment of the security of our country: they implement full-scale programs and projects to discredit Russia in the international arena.” A few days later, the Prosecutor General’s Office recognized the undesirable activity of Chatham House: it, according to the department, threatens the constitutional order and the security of the country.
The status of undesirable organizations is prescribed in the law “On Measures of Influence on Persons Involved in Violations of Fundamental Human Rights and Freedoms, the Rights and Freedoms of Citizens of the Russian Federation” 272-FZ of 2012 (“Dima Yakovlev’s Law”). Such structures are understood as foreign or international non-governmental organizations whose activities may pose a threat to the foundations of the constitutional system, defense capability or security of the country.
In June 2021, Russia passed a law prohibiting Russians from participating in the work of undesirable organizations around the world. The explanatory note to the document stated that during the investigation of the interference of foreign states in the internal affairs of the country, cases were revealed when Russians abroad attended trainings of undesirable NGOs in Russia, including on influencing election campaigns, organizing unauthorized actions and drug propaganda.
In the same month, the State Duma tightened criminal liability for the participation and leadership of a foreign or international non-governmental organization recognized as undesirable in Russia. Amendments were made to article 284.1 of the Criminal Code.
Russian legislation provides for the following penalties for violating the law on undesirable organizations:
- for participation in the work of such organizations of a person who has previously been subjected to administrative punishment for a similar act or has a criminal record for committing such a crime, a fine in the amount of 300 thousand to 500 thousand rubles. or in the amount of a salary for a period of two to three years or imprisonment for a term of one to four years. The law also provides for compulsory or forced labor;
- for financing such organizations and raising funds for them – compulsory work for up to 360 hours, or forced labor for up to four years with restriction of liberty, or imprisonment for a term of one to five years;
- for organizing the activities of such organizations in Russia – compulsory work for up to 480 hours, or forced labor for up to five years, or imprisonment for a term of two to six years;
- a person can be released from responsibility if he voluntarily stops participating in the activities of an undesirable NGO or contributed to the suppression of its activities or the disclosure and investigation of a crime, the document says.
Prior to the amendments, article 284.1 provided for criminal liability for the leadership and participation in the activities of such NGOs only after committing two administrative offenses within a year.
