Deputies of the Bashkir Parliament (Kurultai) will submit to the State Duma draft amendments to the law “On Advertising”, which will prohibit advertising services for “facilitating the release of citizens from military duty”, said the speaker of the Parliament of the republic Konstantin Tolkachev. His words are quoted in the telegram channel of the Bashkiria parliament.
The deputy considered that there are now a lot of “aggressive advertising” of the services of various companies that promise to provide the necessary legal and medical services to avoid conscription on legal grounds. He recalled that evasion from military service is a criminal offense, and failure to fulfill military registration duties and evasion from medical examination is punishable under the Administrative Code (Administrative Code).
“Advertising of relevant services actually pushes people to the offense. We propose to ban such advertising in order to limit its negative impact on conscripted citizens and on the course of the draft campaign,” Tolkachev stressed.
Tolkachev calls the clients of companies involved in helping to obtain a military ticket legally, evaders. However, according to the legislation, those citizens who have not served in the army without legitimate reasons are considered to be declinists.
The Ministry of Defense emphasizes that a conscript is obliged, after receiving a summons, to appear before a medical commission, whose members must find out whether a citizen is fit for service. The law establishes a list of diseases according to which it is possible to obtain a postponement or complete exemption from service: myopia (more than 6 diopters), hyperopia (more than 8 diopters), underweight (less than 45 kg), scoliosis with an angle of more than 17 degrees, gastric ulcer, chronic prostatitis, asthma, etc.

Evasion of conscription for military service or passage of alternative civil service is regulated by law. 1 and 2 Articles 328 of the Criminal Code. In the first case, punishment is provided in the form of imprisonment for up to two years, in the second – arrest for up to six months.
