The unwillingness of the deputies of the Parliament of Tatarstan to support the bill on which the President of the republic will become the head of the region is an expression of their opinion during the work on the document. This was stated by the press secretary of the President Dmitry Peskov.

“This is an opinion on the bill as part of the work on the bill. We respect the opinion of each of the subjects, but this is one of the opinions that will be taken into account for the continuation of the work,” the Kremlin representative said.

He stressed that different opinions are expressed during the work. “This is exactly the opinion that has been expressed and it is noteworthy that different opinions are expressed within the framework of the workflow,” Peskov added.

Tatarstan is the only republic in the Russian Federation whose head is called the “president”, while in other republics the “heads”. On the eve of the deputies of the State Council of Tatarstan adopted a resolution against the draft federal law on the general principles of the organization of public power in the subjects of the Federation, which, among other things, introduces the same names for senior officials of the regions – the head of the subject.

Chairman of the State Council of Tatarstan Farid Mukhametshin said that deputies will return to this issue after the bill passes the first reading in the State Duma. “I don’t want to raise this topic now. <...> The newspapers are already writing this, but they did not understand the essence. Not only from the fact that the name of the president or the highest official changes. This law fundamentally interferes with the powers of the subjects of the Russian Federation, violating the current norms of the Russian Constitution. We are being forced to violate the norms of the Russian Constitution,” Mukhametshin said.

He expressed hope that the “alertness of the Parliament of the republic” and the rejection of the bill by the deputies of Tatarstan will make it possible to make “significant changes” to it.

The bill “On the general principles of the organization of public power in the subjects of the Russian Federation” was submitted to the State Duma by Senator Andrei Klishas and Deputy Pavel Krasheninnikov, who head the committees of the chambers on state construction and legislation. He suggests several changes at once in the institute of governorship. In particular, it allows the heads of regions to be elected more than twice in a row, which is currently prohibited, and also sets the exact term of their powers for five years (now each region makes a decision on this, but the term cannot exceed five years).

In addition, the document expands the grounds for the early termination of the governor’s powers due to the loss of the president’s confidence. At the moment, for the termination of powers, the president needs a reason to identify facts of corruption or a conflict of interests. According to the bill, the very fact of loss of trust becomes the basis. For governors, there are also such measures of responsibility as a warning, reprimand and temporary suspension from duty. In case of dismissal from office, the former head of the region will not be able to apply for the post of governor of any of the subjects of the Federation for five years.

It also provides for the unification of the names of executive authorities and heads of regions. According to the document, now all governors or the president (for example, in Tatarstan) will be called “the head”, the regional executive authority “the government”.
