Russia will not reconsider its decision to withdraw from the Open Skies Treaty (DON). This was stated at the conference of the countries participating in the agreement by Deputy Foreign Minister Sergei Ryabkov, RIA Novosti reports.

“There will be no revision, the train has left, ladies and gentlemen. If you were really interested in Russia remaining in the DON, you would act differently, ” Ryabkov said.

According to him, Russia did not need the agreement any more than the other parties to the agreement.

“The calculation that Russia will bend under pressure did not work before (remember, for example, the CFE Treaty), it will not work now,” the deputy minister said. Now Moscow will build its line regarding the treaty in accordance with the national interests and the interests of its allies, he noted.

Ryabkov suggests that Washington considered that the capabilities of the US satellite constellation are quite enough to conduct technical reconnaissance of the territory of Russia, and the DON is no longer needed, since it is too expensive.

“He is not interested in the concerns of other participating states, including his own allies, regarding the loss of an important confidence-building agreement,” he said.

The Open Skies Treaty was concluded in 1992. The signatory countries are obliged to allow other parties to the treaty to make observation flights over their territory using photo and video shooting.

In 2020, the US authorities left the treaty, accusing Russia of violating the agreement. The American side was dissatisfied with the restrictions on flights over Chechnya and in the Kaliningrad region. Moscow denied the charges and presented counterclaims to Washington, including flights over the Hawaiian Islands.

In response, the Kremlin expressed regret and noted that after the US withdrawal from the treaty, it lost its viability. In June of this year, President Vladimir Putin signed a law on the denunciation of the DON. Russia will leave the agreement on December 18.
