President Vladimir Putin signed a decree on changing the composition of the State Council. The decree is published on the official portal of legal acts.
The council includes governors:
- Vladimir Region— Alexander Avdeev;
- Saratov— Roman Busargin;
- Yaroslavskaya— Mikhail Evraev;
- Tomskoy— Vladimir Mazur;
- Tambov— Maxim Egorov;
- Ryazan— Pavel Malkov;
- Kirovskoy— Alexander Sokolov.
In addition, the State Council included the head of the Republic of Mari El Yuri Zaitsev, the head of Belogorsk of the Amur region Stanislav Melyukov and the head of the Samara city district Elena Lapushkina.
The head of Tyumen Ruslan Kuharuk and the head of the municipal formation Uzlovsky district of the Tula region Marina Kartashova were excluded from the State Council.
The State Council was created by Putin’s decree in 2000. The tasks of the advisory body included assistance in the implementation of the powers of the head of state. After the amendments that fix the status of the State Council in the Constitution, its members can participate in the development of the parameters of the draft budget and the approval of the criteria for the effectiveness of the heads of regions, as well as indicate the need to adopt certain laws. The State Council should ensure the coordinated work of all public authorities, participate in the development of foreign and domestic political tasks, as well as in the discussion of the draft budget and personnel policy.
