Kommersant learned about unsuccessful attempts to select jurors in the Furgal case

«Kommersant» found out about unsuccessful attempts to select jurors in the Furgal case

Sergey Furgal

The Lyubertsy City Court of Moscow has made two unsuccessful attempts to select a jury to consider the criminal case of the ex-governor of the Khabarovsk Territory Sergey Furgal. This is reported by the newspaper “Kommersant” with reference to the participants of the selection.

According to the publication, candidates were eliminated on their own initiative. Reason for refusal — working conditions: three times a week, at 638 rubles. for «a day ». The court said that the jury will have to work from morning to evening, and the whole process will take about four months.

At the first stage, 17 candidates were selected in absentia. The court studied their questionnaires and chose those “whose biographies turned out to be absolutely transparent and clean”. According to the law “On Jurors”, candidates are required to do the following:

  • Russian citizenship;
  • age 25 and older;
  • full legal capacity;
  • no criminal record.

“Considering that for the consideration of the case on the merits, the court required at least six main and two alternate jurors, and for normal work it was planned to form a panel of 12 people for several months, the number of applicants turned out to be catastrophically small,” the newspaper writes.

When refusing, the candidates referred to poor health, small children or difficulties when traveling to the place of the court session. In total, the court managed to select seven out of 17 people. One reserve juror is not enough to start a trial. For this reason, the third stage of the selection was postponed to April 26.

The first stage of the selection was to take place on March 17. However, it had to be rescheduled because of the alleged accomplice of the accused, Marat Kadyrov, who, according to the investigation, made a failed attempt on the instructions of Sergei Furgal. Kadyrov, suffering from lung disease, as it turned out, quarreled with his lawyerAndrey Kozlov, due to disagreements with the methods of diagnosis and treatment of his illness, refused to defend himself directly at the preliminary hearings in the Moscow Regional Court. Since his other lawyer, Anna Naumova, was on sick leave at the time, the accused turned out to be defenseless at jury selection, and the whole procedure was postponed.

The defense asked to review Furgal’s case in a jury trial in Khabarovsk. However, the Supreme Court considered that in this case the jury would be biased, and decided to hold a meeting in Lyubertsy near Moscow.

The ex-governor of the Khabarovsk Territory, Sergei Furgal, was detained and taken to Moscow on July 9 last year. He is accused of organizing the murders of Far Eastern businessmen in the 2000s, when he was still engaged in business. Then entrepreneurs Evgeny Zorya, Oleg Bulatov, Alexander Adamov and Roman Sandalov were killed. On July 20, 2020, President Vladimir Putin removed Furgal from office with the wording “due to loss of confidence” and appointed Mikhail Degtyarev, a member of the LDPR, as acting governor.

The Austrian Foreign Minister called the condition for the expulsion of Russian diplomats

The Austrian Foreign Minister called the condition for the expulsion of Russian diplomats

Austrian Foreign Minister Alexander Schallenberg

Austria will begin to expel Russian diplomats if the republic’s special services have evidence of non-compliance with their activities with the Vienna Convention on Diplomatic Relations. This was announced by the head of the Austrian Foreign Ministry Alexander Schallenberg, reports Vienna.at .

“I definitely reserve the right to take this step. I became the first Austrian Foreign Minister to declare a Russian diplomat persona non grata two years ago. I’ll do it again if necessary. We work closely with the Austrian services,” he said.

According to the minister, there are many international organizations in Vienna where Russian missions work, and he does not want to interfere with the work of such organizations by unjustifiably expelling diplomats. “But if it is necessary, it will be proved or there will be concrete evidence that an employee of some Russian diplomatic mission does not comply with the Vienna Convention on Diplomatic Relations, then I will take concrete steps,” Schallenberg added.

The Foreign Minister also noted that today every European country acts independently in the expulsion of Russian diplomats, and it is necessary, according to him, to act together within the framework of the European Union.

The Vienna Convention on Diplomatic Relations is the main international legal document defining the status and functions of a diplomatic mission to the heads of State. The Convention also provides for the security of diplomatic missions.

Since the end of February, many European countries have imposed sanctions on Russia and announced the expulsions of Russian diplomats. In particular, Germany announced the expulsion of 40 diplomats, France, according to Le Monde, will expel 35 people, Italy— 30, Latvia and Estonia— 27, Spain— 25, Denmark— 15, Sweden— 3. The statements of the European ministries state that the decision was made in consultation with partners and is related to the threat to “national security”.

In addition, on April 1, Bulgaria announced its decision to expel the first secretary of the Russian embassy. The authorities suspected him of collecting information constituting a state secret and transferring it to another party. A criminal case was opened against the diplomat under the article on espionage. Before that, Sofia recognized two Russian diplomats as persona non grata and asked ten more employees of the diplomatic mission to leave the country.

Moscow took retaliatory measures against some countries, expelling diplomats from Lithuania, Latvia, Estonia, and also promising to respond to expulsions from other countries. The representative of the Ministry of Foreign Affairs Maria Zakharova called the expulsion of Russian diplomats an attempt to “politically” punish Russia. «We are well aware that <..."this is a demonstrative position of the collective West, accusing us of creating a crisis, trying to punish us politically in this way," she said.

The CEC of South Ossetia was asked to create a group for entry into Russia

The CEC of South Ossetia was asked to create a group for entry into Russia

Leonid Tibilovi Anatoly Bibilov (from left to right)

The CEC of South Ossetia has received a request for registration of an initiative group on the issue of the republic’s entry into Russia, the secretary of the election commission Kristina Avlokhova told TASS. The members of the group are about ten public and political figures, including President Anatoly Bibilov, ex-President Leonid Tibilov and Speaker of Parliament Alan Tadtaev.

According to the agency, Bibilov said during the election debates that within a month the initiative group would have to collect 2 thousand signatures.

Bibilov announced the intention of South Ossetia to initiate the process of joining Russia on March 30. He called the unification of the Ossetian people within one state— the Russian Federation—«a strategic goal » and «the aspiration of the people». According to Bibilov, it is necessary to convene a referendum to discuss this issue.

Later, he announced the need for two referendums: first, on the issue of joining Russia, and then, after joining it, the second – on the issue of unification with North Ossetia. A similar referendum to the last one should be held in North Ossetia, Bibilov added. The vote on South Ossetia’s accession to Russia may take place after April 10, the president said.

Press Secretary of the President of Russia Dmitry Peskov said on March 31 that the Kremlin would respect the results of the referendum in South Ossetia on the issue of joining Russia, but so far Moscow has not taken legal action in this direction. Andrey Klimov, Deputy Head of the United Russia Commission for International Cooperation, said that there are no legal obstacles to the republic’s entry into Russia. According to Deputy Chairman of the State Duma Committee on CIS Affairs Artem Turov, the entry of South Ossetia into Russia will give the republic the opportunity to develop.

The Georgian Foreign Ministry said that the country does not consider it permissible to talk about such a referendum, “while the territory of Georgia is occupied by Russia”.

WSJ learned about the possible tightening of US sanctions against Sberbank

The newspaper did not specify what exactly the tightening would be. Since the end of February, Sberbank has been on the CAPTA sanctions list, which involves closing the bank’s accounts and refusing transactions

WSJ learned about the possible tightening of US sanctions against Sberbank

The United States plans to tighten sanctions against the Russian banking sector, in particular against Sberbank, The Wall Street Journal reports, citing sources.

The newspaper clarifies that Washington’s initial sanctions affected banks, collectively representing 80% of the assets of the Russian banking sector, but less stringent restrictions on some financial organizations “left the Russian markets and economy a way to connect with the global financial system”.

Sberbank came under US sanctions immediately after the start of the Russian operation in Ukraine. The bank was added to the CAPTA list, which implies restrictions on correspondent accounts in the United States and the refusal of the American financial system from any transactions coming from Sberbank. This also applied to 25 of its subsidiaries.

At the same time, the bank was not included in the SDN sanctions list, which implies stricter restrictions: blocking of the bank’s assets in the US jurisdiction and accounts in dollars and actual isolation from the dollar system. Sberbank declined to comment.

VTB banks, Otkritie, Novikombank and Sovcombank also contributed to SDN at that time. The WSJ wrote in its publication on April 5 that tougher sanctions are also planned against VTB and some other banks.

According to Reuters and Bloomberg, the US will announce a new package of sanctions on April 6. The agencies reported that restrictions will be imposed against several Russian officials and their family members, a number of state-owned enterprises and financial institutions. In addition, Washington intends to impose a ban on all investments in Russia, they specified.

The United States imposed sanctions against Russia in several packages. In addition to restrictions on banks, sectoral sanctions have been strengthened, new export restrictions have been introduced, and the import of certain goods from Russia, including vodka, seafood and diamonds, has been banned. Companies engaged in developments in the field of radio electronics and radio engineering were included in the sanctions lists, officials, businessmen, top managers fell under personal sanctions.

Russian Foreign Minister Sergei Lavrov called Western sanctions illegal and said that the country intends to work with Iran and China to find ways to circumvent them. Deputy Chairman of the Security Council Dmitry Medvedev noted that sanctions will return to Western countries like a boomerang, without achieving results. According to him, because of the restrictions against Russia, the world economy is also suffering.

The US, Britain and Australia have agreed to work on hypersonic weapons

In addition, the AUKUS countries intend to jointly create means of countering hypersonic weapons and electronic warfare

The USA, Britain and Australia have agreed to work on hypersonic weapons

Australia, the United States and the United Kingdom will begin working together to create hypersonic weapons within the framework of the AUKUS defense partnership, according to a trilateral statement by the leaders of the countries published on the website of the British government.

The statement also says that the parties will work on the creation of means of countering hypersonic weapons and electronic warfare. In addition, Washington, London and Canberra will expand efforts to exchange information and cooperate in the field of defense innovation.

“These measures are planned as a complement to our efforts to deepen cooperation in the cybersphere, the field of artificial intelligence, the field of quantum technologies and additional capabilities in the field of underwater vehicles,” the statement says. The countries also promised to involve allies and partners in this work in the future.

AUKUS members reaffirmed their commitment to the “free and open Indo-Pacific region”.

The fact that US President Joe Biden, Australian Prime Minister Scott Morrison and British Prime Minister Boris Johnson will announce the joint development of hypersonic weapons earlier on Tuesday was reported by the Financial Times. The newspaper wrote that the countries intend to resist the growing influence of China in the Indo-Pacific region.

The United States has previously expressed concern about China’s development and launches of its hypersonic weapons. In the fall, the Financial Times wrote that Beijing’s development is based on technologies unknown to the United States. The newspaper claimed that the Chinese aircraft managed to reach a speed five times faster than the speed of light, and at the same time launch, which no country had previously been able to do. Experts claimed that China had managed to move much further than the Pentagon in the development of hypersonic weapons.

Reuters and Bloomberg learned about new US sanctions against Russia

The United States will announce a new package of sanctions against Russia on April 6, Reuters reports, citing its own source, as well as Bloomberg.

According to Reuters, the restrictions will affect several Russian officials and their family members, some state-owned enterprises and financial institutions. Also, according to agencies, the United States wants to impose a ban on all investments in Russia.

The agency notes that the United States is announcing a new list of sanctions in coordination with the G7 and the European Union.

The US State Department warned about new sanctions against Russia on April 4.

Together with the United States, the EU is developing the next— fifth— package of sanctions, as Reuters reported back in March. In early April, European Commissioner for Economic Affairs Paolo Gentiloni clarified that the new sanctions will not affect the energy sector, they will concern restrictions on the possibility of circumventing the already imposed sanctions.

Later, CNBC, citing two sources, reported that it was about restrictions on aircraft leasing, the export and import of aviation fuel, steel products and luxury goods.

On April 5, European Commission President Ursula von der Leyen named six main EU proposals on sanctions. Among them are a ban on the import of coal from Russia, a ban on transactions with four Russian banks, including VTB, a ban on Russian ships entering EU ports, a ban on the export of quantum computers, semiconductors and transport equipment, a ban on the import of wood, cement, seafood, alcoholic beverages and a ban on the participation of Russian companies in public procurement in EU member states.

In addition, the EU is working on sanctions against oil imports from Russia, she added.

The Russian Foreign Ministry called the introduction of restrictions by Western countries “unprecedented in scale” and illegal from the point of view of international law sanctions pressure. On April 3, the press secretary of the Russian president Dmitry Peskov announced that Russia is experiencing the largest sanctions burden in history. He also called sanctions against heads of state “crossing the line of reasonableness.” In his opinion, the authorities of Western countries are capable of “any nonsense”, as they have imposed restrictions on President Vladimir Putin.

Zelensky proposed to the UN Security Council to dissolve itself

ZYelensky believes that the UN Security Council should “remove Russia” or reformat, and if this is not possible, then it can only dissolve itself. The Permanent Representative of Russia explained earlier that an exception is impossible according to the charter of the organization

Zelensky proposed to the UN Security Council to dissolve itself

Vladimir Zelensky (on screen) at a meeting of the UN Security Council

President of Ukraine Volodymyr Zelensky again called for the exclusion of Russia from the UN Security Council, and also invited him to dissolve himself. The head of state stated this at a meeting of the Security Council via video link.

According to Zelensky, the UN Security Council must make decisions that will lead to peace in Ukraine. If the organization cannot do this, then it should “suspend Russia” from participating in the Security Council, the head of state believes. He explained that Moscow blocks decisions related to its actions.

“Or show me how you can reformat. Or if your current format has no alternative and there is no way out, then only self-dissolution will continue,” the Ukrainian president said.

In early March, Zelensky had already demanded that Russia be excluded from the organization’s Security Council. At the same time, representatives of the countries of the permanent members of the Security Council rejected this possibility. For example, Britain’s permanent representative to the UN, Barbara Woodward, stated that there were no grounds for suspending Russia’s membership. This possibility was also rejected by the United States.

Russian Permanent Representative to the UN Vasily Nebenzia explained that it is impossible to deprive Russia of membership in the UN Security Council according to its charter.

At the same time, Western countries have spoken out in favor of excluding Russia from the UN Human Rights Council. This was stated by British Foreign Minister Liz Truss and US Ambassador to the UN Linda Thomas-Greenfield. Nebenzia, commenting on this idea, called it “unimaginable”, and also stressed that “it will not facilitate, stimulate, simplify what is happening in the negotiations on peace between Russia and Ukraine”.

The Russian envoy also said that the Russian special operation in Ukraine is not progressing at a rapid pace, since the military does not hit civilian targets in order to save the lives of civilians. “These are people close to us,” Nebenzia said. According to him, all accusations of improper behavior against the Russian military participating in the special operation are unsubstantiated.

The head of the US General Staff announced the growing potential of the conflict of the great powers

Mark Milli (left)

The possibility of a conflict between great powers is increasing in the world, said the head of the US Joint Chiefs of Staff, Mark Milley, speaking in the House of Representatives at a budget hearing. The broadcast was hosted by C-SPAN.

According to him, Russia and China are trying to change the rules on which the current global world order is built, both countries have “significant military potential”. “The world is becoming more unstable, and the possibility of a significant international conflict between the great powers is increasing, not decreasing,” he said.

At the hearing, Milli also said that permanent military bases should be built on the territories of the countries of the eastern flank of NATO, but personnel rotation should be carried out there.

“My advice is to create permanent bases, but not to place personnel there on a permanent basis,” Milli said. According to him, the rotation at the bases will allow not to spend money on the construction of infrastructure for military families, including housing.

According to Milli, “many allies, including the Baltic States, Poland or Romania, are ready to create permanent bases.” They are ready to build them and pay for them, the general believes.

In mid-March, Latvian President Egils Levits advocated that American troops be permanently stationed in the Baltic states to protect them from Russia. In January, Estonian Prime Minister Kaya Kallas also said that the countries of the region were negotiating to increase the number of alliance contingents. In February, Britain decided to double the number of British military and equipment deployed in Estonia as part of the NATO mission.

Turkey expressed hope for progress on evacuation from Mariupol

In Turkey, “in the near future,”they expect progress in resolving the issue of the evacuation of Mariupol residents. This was stated by the Minister of National Defense of the country Hulusi Akar.

“We expect and hope for positive developments in the near future,” the minister said.

He stated that Turkey is ready to provide “ship support” for the evacuation of civilians and wounded from Mariupol. “We continue to work in coordination with the Russian and Ukrainian authorities to deliver humanitarian aid to Ukraine, as well as to ensure the safe evacuation of citizens of other countries, especially Turkish citizens staying in Ukraine, to Turkey,” Akar added.

Turkey on April 2 offered assistance in the evacuation from Mariupol by sea, Ankara also promised to allocate the necessary ships for this. As the Anadolu agency noted at the time, the Turkish side coordinated actions with the structures of Russia and Ukraine. In particular, the Russian military attache was invited to the Turkish Defense Ministry and brought this information to his attention. The initiative was also transferred to Russian authorities and through the Turkish military attache in Moscow.

Turkish President Recep Erdogan has also repeatedly offered his assistance in organizing negotiations between Russian President Vladimir Putin and Ukrainian leader Vladimir Zelensky in Turkey. Erdogan also asked Putin to open a humanitarian corridor from Mariupol.

On April 3, Mikhail Mizintsev, head of the National Defense Control Center of Russia, announced that Russian troops would assist in the evacuation of foreign citizens from Mariupol, for which a special corridor would be opened and a regime of silence guaranteed.

On April 4, the Russian Defense Ministry offered to leave Mariupol to the Ukrainian military and “foreign mercenaries”, they can leave the city in the morning on April 5 along the route agreed with Kiev, provided they lay down their weapons. The military should leave in the direction of Zaporozhye. The decision, the ministry explained, was made in connection with the “most difficult humanitarian situation in certain areas of Mariupol controlled by Ukrainian armed formations”.

Military operations near Mariupol began shortly after Russia launched a military operation in Ukraine. By February 28, the DPR forces blocked the city, by March 11, the Defense Ministry reported that the Ukrainian side had destroyed all bridges and approaches to the city, and nationalists had mined the main roads. A week later, the ministry reported about the battles that are being fought in the center of Mariupol.

At the end of March, the head of Chechnya, Ramzan Kadyrov, said that Mariupol was 90% 95% liberated from Bandera scumbags, Nazis and Chechen-speaking Shaitans. On April 5, Kadyrov said that 267 Ukrainian soldiers from the 503rd Battalion of the 36th Separate Marine Brigade of the Ukrainian Navy surrendered in Mariupol.

Russia has been conducting a special operation in Ukraine since February 24, the Ministry of Defense stated that the Russian military does not strike civilian targets.
