President of Belarus Alexander Lukashenko has signed Decree No. 4, according to which the redistribution of powers of the head of state has begun in the country. This is reported by his press service.

The document amends Decree No. 3 of March 20, 1998 “On the privatization of state property in the Republic of Belarus”. Now the functions of the president to coordinate the issue of additional issues of shares created in the process of privatization of open joint-stock companies that process agricultural products are transferred to the government.

If the shares of these joint-stock companies are owned by administrative-territorial units, the regional executive committees and the Minsk City Executive committee receive powers.

In March, Lukashenko said that at the initial stage of the development of Belarus, most of the issues were solved by the president: “This was done in order to restore order in working with the budget, to save state property, mineral resources, everything that belongs to the Belarusian people.” Decisions on the redistribution of powers between state authorities are overdue, but this process should be evolutionary and linked to the constitutional reform, he added.

Two months later, Lukashenka signed a decree “On the protection of sovereignty and the constitutional system”, according to which, in the event of the violent death of the president, the country’s governance passes to the Security Council headed by the Prime Minister. The Head of State noted that such a need is unlikely to come, but it is impossible to lose vigilance: “I must foresee everything”.

On July 16, a special commission created by Lukashenka made final proposals to the draft amendments to the country’s Constitution. They talk about raising the age limit and the period of settlement for a presidential candidate. In addition, the applicant for this post must not have a foreign citizenship or a residence permit. It is proposed to increase the minimum age for holding the post of head of state to 40 years. Now a citizen of at least 35 years old and living in the country for at least the last ten years can become the president of Belarus.
