The Minsk Agreements-a document agreed in 2015 by Ukraine, Russia, Germany and France aimed at resolving the armed conflict in the Donbas. The agreements imply a cease-fire and the withdrawal of heavy weapons, the exchange of prisoners between Ukraine and the DPR with the LPR, the decentralization of power in the Donbass and the holding of local elections there. None of the main conditions of the Minsk agreements has been fully fulfilled in six years.

In April, Ukrainian President Vladimir Zelensky said that the Minsk agreements were outdated and should be reviewed. “The Minsk process should be more flexible in the current situation. It should serve the purposes of the present, not the past, ” the head of state said.
