“The only significant change in the Central Federal District is the relocation of the governor of the Orel Region, Alexey Klychkov, to the red zone of political stability, including in connection with the detention of the head of the regional health department, Ivan Zalogin,” experts say.
They also note the record-low stability rating (5 points) of Vladimir Sipyagin, who will almost certainly leave the governor’s post in the fall. According to the authors of the report, Klychkov and Sipyagin may go to the State Duma of the new convocation. Similar prospects are seen in Konovalov, who, according to the data provided in the report, also fell into the “red zone” of the list.
“In the Far East, as a result of an acute intra-elite conflict, the head of the Primorsky Territory, Oleg Kozhemyako, moved to the red zone,” the report says.
At the same time, more than 20 heads of regions got into the “green zone”, among them the Tula governor Alexey Dyumin, the governor of the Moscow region Andrey Vorobyov, the mayor of Moscow Sergey Sobyanin, the head of the Crimea Sergey Aksenov, the President of Tatarstan Rustam Minnikhanov, the governor of the Chelyabinsk region Alexey Texler, the head of the Irkutsk region Igor Kobzev, etc.

In the North Caucasus Federal District, the sole leader remains the head of Chechnya, Ramzan Kadyrov, experts say. “We note the strengthening of the positions of [the head of Karachay-Cherkessia] Rashid Temrezov, who improved the work of the information block and political management, having managed to almost completely neutralize the negative effect of the arrest of ex-senator Rauf Arashukov.
